City of Jacksonville City Cemetery Board met Aug. 16.

Here is the agenda provided by the board:

The regular monthly meeting of the Jacksonville City Cemeteries Board was called to order at 8:30 a.m. in the Commission Room of the Jacksonville Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: Members present were: Chairman Doug Moore, Tom Newby, Linda Brown, Carolyn Bonjean, Gerald Scott; Treasurer Mary Fergurson; Superintendent Jim Pierson; City Clerk Skip Bradshaw. A quorum was declared.

AGENDA: Motion was made by Scott, seconded by Newby, to approve the August 16, 2019 Agenda as presented in advance. By voice vote, motion carried.

MINUTES: Motion was made by Newby, seconded by Scott, to approve the July 19, 2019 as presented in advance. By voice vote, motion carried.

FINANCE:

a.) Treasurer’s Investment Report – July 2019:

Ms. Fergurson reported that the equity asset market value is at $302,512.40 and will most likely remain at nearly the same level through the end of July. There is a $25,000 Certificate of Deposit set to mature September 9th. The trust fund balance is at $28,338.48 so it would be appropriate at this time to add $25,000 from the trust fund to the $25,000 CD and reinvest $50,000 in the best possible fixed income security. Interest rates are decreasing and will most likely decrease once more before the end of the year. Discussion ensued regarding the current economy and how it affects the markets. Ms. Fergurson made the recommendation that the Board invest a total of $50,000 when the CD matures in September. Motion was made by Brown, seconded by Bonjean, to authorize Ms. Fergurson to pull $25,000 from the trust fund and add that to the $25,000 CD maturity for a total reinvestment of $50,000. By voice vote, motion carried.

b.) Cash Receipts Report – July 2019:

Ms. Brown gave a brief overview of the Cash Receipts Report, noting that there is a balance of $101,514.75 in the checking account. Interest income was at $9,970.88 for the month, bringing the interest income balance to $11,006.98 for the year. Lot sales are down, but burials are almost the same as this time last year. A revenue balance of 49.58% and an expenditure balance of 54.81% remain at the end of July.

c.) Cash Receipts Report and Claims Approval – July 2019:

Motion was made by Brown, seconded by Newby, to approve the Cash Receipts Report and to pay claims when funds are available. By voice vote, motion carried.

SUPERINTENDENT’S REPORT: Supt. Pierson reported on the following:

 A few of the roads at Diamond Grove Cemetery have been oil and chipped

 The Council gave their consent to allow Benton & Associates to begin their engineering survey for new roads in the new Massey addition at Diamond Grove Cemetery

 Mowing at the cemeteries has begun to slow down

 A Cemetery Walk is scheduled for Sunday, August 18, 2019 at Diamond Grove Cemetery

 Several employees have been out due to vacations and sickness

 Approximately 2/3 of the columbarium has been sold to date

PUBLIC COMMENT: No discussion.

OLD BUSINESS: Chair Moore would like to reimburse Greg Olson for his time spent gathering historical information on the cemeteries. General discussion ensued, and it was decided to reengage with Mr. Olson to see if he would be able to provide more information. The Board will discuss reimbursing him at a later date.

Chair Moore continues to work on the rule book. He would like to add information referencing the full document on the two-page handout should someone need additional information.

Chair Moore has been in discussion with City Attorney Dan Beard with regard to the memorandum covering the National Benevolent Association lots and spaces. CA Beard feels the Board needs to lock in those numbers so that he can present it to the Council in August for approval. The original information Chair Moore received stated there were 69 lots with 276 spaces. The City would retain 165 spaces for sale, and 111 spaces will be made available for indigent care. A second version stated there are 64 lots, 220 spaces with a 60/40 split. The second version also accounts for unusable spaces due to landscaping. General discussion ensued. Chair Moore and Supt. Pierson will compile the proper numbers for the memorandum and get them submitted to CA Beard for the Council.

General discussion turned back to the historical information on the cemeteries. NEW BUSINESS: No discussion.

ADJOURNMENT: Hearing no further business, a motion was made by Newby, seconded by Bonjean, to adjourn the meeting at 8:55 a.m. By voice vote, motion carried. The next regularly scheduled meeting of the Jacksonville City Cemeteries Board will be held Friday, September 20, 2019, 8:30 a.m. in the Commission Room at the City of Jacksonville Municipal Building.
