City of Jacksonville Commission on Disabilities and Human Relations met Sept. 5.

Here is the agenda provided by the commission:

Present: Larry Whewell (Chairman), Alan Bradish (Vice Chairman), Guy Crumley, Eddie Lowe (Secretary), Ruth Linear, Nancy Harper

Absent: Mary Watts, Salina Masas, Joan Engelmann, Ralph Hastie

Guests: Brandon Adams, Alderman Ward 3

1. WELCOME AND CALL TO ORDER 4:00 PM

2. APPROVAL OF MINUTES

Motion: To approve the minutes of July 11th, 2019

3. OLD BUSINESS

• Sidewalk Update

The City has completed most of the work on the Lincoln Avenue crosswalks. The updated crosswalk signage that was suggested by the commission was determined to be cost prohibitive. New standard signage has been installed and new painting of the crosswalks is in progress. Alan suggested to Nancy that she get feedback from residents of Spruce Manor, Balsam Terrace and Stonebridge Apartments regarding the update to present to the Mayor.

• Survey

Guy and Alan met Dr Matt to discuss the new survey. Highlighted areas of focus for the next survey will be those residents that use English as second language, those who suffer from mental illness and the elderly. The survey will be presented in both French and Spanish languages to accommodate the French Congolese and Hispanic populations needs. The students will be creating the survey and collecting and evaluating data in October and November. There will be a presentation of outcomes to the JCDHR at our December 5th meeting.

4. NEW BUSINESS

• Re-appointment of Members

Joan, Mary and Salina’s terms will expire in October. Joan has asked that she not be re-appointed to the Commission, however Mary is willing to be re-appointed for a new term. Alan pointed out that ongoing health issue are hindering Salina’s ability to be an active participating Commission Member. He will talk with Salina and share her thoughts at the next JCDHR meeting. The JCDHR will be seeking new appointments for the expired term(s).

5. HUMAN RELATIONS ISSUES • None

6. MISCELLANEOUS

• Next meeting date: October 3rd, 2019

7. PUBLIC COMMENT

• Brandon Adams, Alderman Ward 3 serving as a representative of the residents of Beecher High Rise presented information to the commission regarding a recent 110% increase in the water bill. Brandon explained the hardships such an increase has on the constituents of his ward and would ask that the commission make inquiries to the Morgan County Housing Authority regarding this rate increase.
