City of Dallas City Council met Oct. 9.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on October 9, 2019, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Megan Shipman, Doug Erickson, Chris Classen, Kenny Foster, and Mariah Wallace.

A motion was made by Olson, and 2nd by Northup to accept the minutes of the September 25, 2019, meeting. Gittings, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Olson to pay bills, with the exception of a bill from Shawn Lain for the mowing of the city cemetery. Commissioner Gittings feels that there is a discrepancy in the bill that the city received for the cemetery mowing. Gittings, Northup, and Olson AYE.

Megan Shipman appeared on behalf of the Dallas City Kids Christmas with Santa requesting a donation. She informed the council that someone has agreed to donate the candy this year and therefore, the city would not be asked to help with it this year. A motion was made by Northup, and 2nd by Olson to donate $600 to the Dallas City Kids Christmas with Santa. Gittings, Northup, and Olson AYE.

Chris Classen reported that a new pump has been installed in a lift station and another one is being repaired. He also reported that the boat docks have been put back in.

Anne Thompson asked about the brush and tall weeds on the property at East Fifth Street and Elm Street. Mayor Six will talk to the property owner.

Doug Erickson discussed Change Order #5 for the sewer project in the amount of $3,967.00. This is to add the grouting of 10 additional laterals. This was due to a miscalculation by the engineer. Mr. Erickson also presented the council with Pay Estimate #9 in the amount of $48,645.79. This is the final pay estimate, and it brings the final cost of the sewer project to $897,542.82. A motion was made by Gittings, and 2nd by Northup to approve Change Order #5 for $3,967.00 and Pay Estimate #9 for $48,645.79. Gittings, Northup, and Olson AYE.

Discussed having Benton & Associates proceeding with working on the boat docks and getting the current lift stations out of the flood plain.

Kenny Foster gave the police report for the month of September. He reported that we did not receive the grant for a new police vehicle. Police Chief Smith would like for the council to consider replacing the Dodge police truck with a new police vehicle. This will be discussed more at a future meeting after Chief Smith has gotten some estimates.

Chief Smith would like to purchase a tank of dry gas for calibrating the police department's PBT. The price is $99, and the tank is good for 2-3 years. It is unclear if the price includes the tank valve. All of city's police officers will be attending a mandatory county-wide training for Asset Forfeiture on October 16 and a Cannabis Enforcement Training class on October 18.

Mayor Six reported that he met with a representative from the Census Bureau regarding the upcoming census. He also met with the Hancock County Economic Development Corporation regarding the TIF program.

Discussed making an ordinance to authorize the discharging of firearms within the city limits. The city attorney's legal opinion is that the city should not adopt this type of ordinance due to possible liability. A motion was made by Olson, and 2nd by Northup to pass Ordinance #651, An Ordinance Authorizing the Discharge of Firearms and Other Weapons Within the City Limits. Gittings, Northup, and Olson AYE.

Jackson Disposal has contacted Mayor Six about a couple of alleys that their garbage truck is having a hard time getting thru due to tree limbs.

Discussed the city's insurance with the Illinois Municipal League Risk Management Association. If paid in full by November 22, 2019, there is a 1% discount, and the premium for the 2020 calendar year would be $29,035.23, including the 2020 Illinois Municipal League Dues of $150. A motion was made by Northup, and 2nd by Gittings, to renew the city's insurance with the Illinois Municipal League Risk Management Association and pay the premium in full by November 22, 2019, in order to receive the 1% discount. Gittings, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Olson to pay the Dallas Rural Fire Protection District $4,177.15 for the 2% Fire Tax that the city has received from the State of Illinois. Gittings, Northup, and Olson AYE.

Discussed making a Cannabis Retailers' Occupation Tax Ordinance. This will be discussed more at a later date.

Discussed changing the date of the city's 2nd council meeting in December 2019 since it is scheduled for Christmas Day. It was decided to change the date of the 2nd council meeting in December 2019 to December 18, 2019, at 5 p.m.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, Northup, and Olson AYE.

The meeting was adjourned at 6:27 p.m.
