The budget hearing of the Carthage E.S.D. #317 Board of Education was called to order at 7:00 p.m. by Board President Brent Ufkes.
Roll call: Brent Ufkes/present; Luke Burling/present; Robert Menn/present; Andrea Jones/present; Brandon Gooding/present; Trish Markley/present; Amy Graham/absent.
The proposed budget was reviewed. There was no one present wishing to address the board regarding the budget.
It was moved by Mr. Ufkes and seconded by Mr. Gooding to adjourn the budget hearing at 7:05 p.m. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.

Administrative Reports: Mrs. Hardy reviewed her report and noted she has contacted a second solar energy company as we had not heard back from the first company.
Mr. Butcher reviewed his report.
Mr. Snowden reviewed his report and answered questions regarding class sizes.
It was moved by Mrs. Markley and seconded by Mr. Gooding to approve the consent agenda as presented. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
The School Board Convention was discussed.
Updates to the district office, including new carpet were discussed.
It was moved by Mrs. Markley and seconded by Mr. Burling to approve the FY20 budget as presented. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
It was moved by Mrs. Markley and seconded by Mr. Gooding to accept the low snow removal bid from Vance Snow Removal for the 2019-20 school year. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
It was moved by Mrs. Markley and seconded by Mr. Gooding to accept the low bid from Huston Inc. for replacement of the roof on the middle school 5th grade wing with the base cost being $25,516.00, plus an additional $4,951 for the upgrade to Northgate shingles and Integrity roof system, for a grand total of $30,467.00. There would be an additional charge of $2,700 if more than one layer of old shingles had to be removed. It was moved by Mrs. Markley and seconded by Mr. Gooding to enter into executive session at 7:21 p.m. for the purpose of discussing personnel and bargaining. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
It was moved by Mrs. Markley and seconded by Mr. Menn to exit executive session at 7:52 p.m. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
It was moved by Mrs. Markley and seconded by Mrs. Jones to approve the employment of Abbey Schaeffer as 5th grade teacher at the certified contract rate beginning with the 2020- 2021 school year. Roll Call: Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes; Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/yes; Mrs. Graham/absent. Motion carried 6-0.
