City of Bushnell City Council met Feb. 3.

Mayor Wilt called the meeting to order.
The Pledge of Allegiance to the Flag was given.

Treasurer
*City Treasurer Dan Cortelyou stated he wanted to have budget meetings on February 17 th , two different sessions, the first one at 4:00 with Public works, excluding utilities, street, water and sewer. the second at 5:00 with Police and Rec.
*Cortelyou asked the council for permission to pay $150.00 to join the Illinois Government Financial Budget Officers Association. The council approved with general consensus.
Consent Agenda
Ald. Lorton made a motion to approve the consent agenda, which included the following items:
1. Approval of Minutes from January 20, 2020
2. Approve December 2019 Financial Report
2. Accept & Approve January 2020 bills.
Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.
Ad Hoc (Mayor’s Report)
1. Mayor Wilt reminded everyone that the Census was coming up and stressed the importance Getting everybody counted. The city would get approximately $1500.00 per person for the Next 10 years.
2. Mayor Wilt stated that Bushnell has been chosen for the pilot project for the “Rural Quality Of Life”. This project is aimed at improving the quality of life in rural communities. Wilt Mentioned we would be having a town meeting in the near future to explain the process And to let the pubic know there is a survey they would like everyone to fill out. This will cost The city no money, it is being funded by the University of Illinois extension.
3. Test dinner is coming up please RSVP by the 14 th.
4. Mayor Wilt stated that she had been contacted by Lynn Campbell of the Community Brief,
To join in a promote share campaign to promote businesses.
5. Mayor Wilt mentioned that it was time to start working on Fireworks.
Personnel/Finance/Budget
*Nothing to report.
Public Works-Street/Sewer/Alley
*Ald. C Howell stated they had a meeting to talk about the grant that we received, we are waiting for some clearance before they will actually issue the grant.
*There is another CBDG grant coming up in July, the committee has discussed what to Use that for, they are leaning to the Northwest Sanitary sewer.
*Ald. C Howell asked the council to please document any sewer problems they hear of.
*Ald. C Howell stated that they would be putting the Asphalt Zipper up for bid.
*Test director Greg Fulkerson stated that they would probably be able to replace the membrane in the RO plant for $40,000. It has cost up to $80,000 in the past.
Police/Liquor/ESDA
*Next meeting will be February 10, 2020 at 4:00 at the complex.
*ESDA will have a meeting February 10 th at 3:30 at the complex.
Real Estate/Parks/Recreation
*Ald. Coates stated that Patty Sullivan finally got back with the city, she does not have the money to do anything with her property. She would like for the city to take it over.
Coates explained that we will be looking in to how much it will cost to demolish.
*Coates also stated that Katy Brewer had requested that the city sell them the land On the westside of the berm between the Rec. center and the swimming pool to be Used for the Reid Splash park. It was brought up that there may be some issues with water pressure there.
*Coates stated that the old Jordon place was up for auction.
Engineering
*Eric Moe from IMEG stated they would be opening bids for the SW Sanitary Sewer on February 12 th @ 3:00 at the City Hall. They will also be opening bids for the Davis Street Storm sewer lining.
Contracts
*Ald. Glisan stated they have the garbage contract and they will be looking it over and Will have a meeting on Wednesday, February 5 th @ 3:00 to discuss that and look over the uniform bids.
Attorney’s Report/Ordinances & Resolutions
*City Attorney Chuck Laegeler mentioned that when we have committee meetings that they are subject to open meetings act. Should be taking attendance and taking notes.
