City of Barry City Council met November 4

City of Barry City Council met Nov. 4.

Here is the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials present except Sandra Brown and Lance Kendrick.

Marynel Corton made a motion to approve the minutes from the October meeting and Steve Schultz seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Bob Dieker made a motion to approve payment of the bills and Bruce Kendall seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Robert Snyder gave the Public Works Director report. He said he was out most of the month but they did get things ready for the Apple Festival and had a couple leaks that needed to be repaired. They need some nice weather so they can get some things done.

Jeff Hogge gave the City Administrators report. Jeff met with Shelby Stroemer at the YMCA. They want to make a dog park in the open area behind the bathroom and old shed. The YMCA is working on a grant to have the money to do this.

Robert and Jeff set up area for the swing set at the YMCA that was purchased with grant money. Phone line run through where it is to be placed but Robert said they could work around it and make the area work. Jeff worked on the TIF report and is having a review board meeting for year 2018/2019. The road project is finished for 310th Ave and Shover Drive. The pay request to pay IL Valley Paving is $47,410.08. We received $42,669.07 back from RLF and the rest $4741.01 will come out of TIF. We need approval from Council to pay IL Valley Paving $47,410.08

Mayor Rennecker and Council the Animal Control Contract and the annual fee is $3954 a year. Steve Schultz made a motion to approve the contract and Bruce Kendall seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

All meetings are at 7 P.M

Mayor Rennecker discussed employee vacation/comp buyback with the Council. Every year the employees are able to buyback 2 weeks vacation/comp time. Bob Dieker made a motion to approve the vacation/comp buyback and Steve Schultz seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Mayor and Council discussed the Tax Levy Ordinance and Steve Schultz made a motion to approve the Ordinance and Bruce Kendall seconded the motion. Roll call taken:

Bruce Kendall – yes

Lance Kendrick – absent

Bob Dieker – yes

Scott Harris – yes

Motion carried to approve the Tax Levy Ordinance with 5 ayes, 0 nays and 1 absent.

Mayor Rennecker discussed with Council the IRWA sewer bid to use cameras in sewer main inspections at the following locations: Section of Main St. between Hull St and McDonough St, Mason St and Davis St between Perry St and Hull St. Robert said these are our trouble spots and would like to have them checked. This would be done December 10 & 11 at a cost of $3714.80. Steve Schultz made a motion to approve and Bruce Kendall seconded the motion. Roll call taken:

Lance Kendrick – absent

Motion carried to approve IRWA sewer bid with 5 ayes, 0 nays and 1 absent.

Council discussed approval of payment for 310th Ave and Shover Drive in the amount of $42,669.07 to IL Valley Paving. Bob Dieker made a motion to approve the payment and Steve Schultz seconded the motion. Roll call taken:

Bruce Kendall – yes

Lance Kendrick – absent

Motion carried with 5 ayes, 0 nays and 1 absent to approve payment to IL Valley Paving in the amount of $42,669.07 for 310th Ave and Shover Drive.

Steve Schultz made a motion to go into executive session to discuss personnel and Bruce Kendall seconded the motion.

Council returned from executive session and made the recommendation to advertise employment for maintenance department with no residency requirements. Steve Schultz made motion to approve recommendation and Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
