City of Barry City Council met January 6

City of Barry City Council met Jan. 6.

Here is the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials present except Lance Kendrick and Scott Harris.

Bob Dieker made a motion to approve the December minutes and Steve Schultz seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Steve Schultz made a motion to approve payment of the bills and Marynel Corton seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Mayor Rennecker gave the police report. There were three arrests – 2 felony arrests and 1 misdemeanor arrest.

Jeff Hogge gave the City Administrator’s report. Jeff helped city crew to put up Christmas decorations and re-registered SAM application for 2020. Helped get equipment out of shed for AFWF plant, they are suppose to have a test on equipment and are getting closer to opening. He met with Andrew Hogge about possibility of having a mural painted on side of building in town. Nancy and Kristy got their new computers installed and anti-virus was installed on all of the computers. Total cost for the computers and anti-virus was $2343.78.

Robert Snyder gave the Public Works Director report. Robert said they spent two days putting up Christmas decorations and they have been doing some patching. An airbag and a strap for gas tank have been ordered for the truck. We have had one snow and had to sand the streets. The sewer camera crew was here December 10th thru December 12th on McDonough and Davis. A metal post had gone through corner of sewer pipe and that section will have to be removed and replaced.

A Public Hearing was held on January 22, 2020 for closeout of RLF grant project. There was no public comment. Mayor Rennecker said we need to approve final payment of $4741.01 to Illinois Valley Paving for Shover Dr and 310th Avenue. Bob Dieker made a motion to pay the final payment and Bruce Kendall seconded the motion. Roll call taken:

Steve Schultz – yes

Marynel Corton – yes

Bruce Kendall – yes

Lance Kendrick – absent

Motion carried with 4 ayes, 0 nays and 2 absent to pay the remaining $4741.01.

Mayor Rennecker and council discussed Bow Lake Subdivision Development Project agreement. Mayor Rennecker said the City will provide $43,000 for the cost of sewer main and manholes for Phase 1 of the project area south of the lakes and driving range.. The City will provide $20,000 for the cost of water main and hydrants for Phase 1 of the project and provide $20,000 for the cost of street materials for Phase 1 of the project. Bob Dieker and Steve Schultz said Bow Lake must sell two lots before the City invests any money in the project. The developers agree to provide the following: excavation & installation of wastewater infrastructure, excavation & installation of water infrastructure, excavation & installation of street infrastructure and development of any other utilities such as broadband, natural gas and electricity. The developers also agree to pay for cost of water and sewer design engineering and IPEA construction permits (total estimated amount $8900). The city also agrees to pay cost of engineering inspection services (estimated cost $6000). Engineering inspection will be required to test and approve the proper installation and operation of the water and wastewater infrastructure before the infrastructure is turned over to the city for operation and maintenance. Steve Schultz made a motion to proceed with the proposal and Bruce Kendall seconded. Motion carried with 4 ayes, 0 nays and 2 absent. Mayor Rennecker wants signed legal document before the city spends any money.

Bob Dieker made motion at 7:34 p.m. to go into executive session to discuss personnel and Bruce Kendall seconded the motion.

Council returned to regular session at 9 p.m.

Steve Schultz made motion to include in the Bow Lake Subdivision Development Agreement that the developer would be required to put $20,000 in escrow. If 5 houses are constructed within 5 year, those funds will go back to the developer. If 5 homes are not built or the infrastructure construction is not completed, the City will receive the escrow funds to recoup material costs. Bob Dieker seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Steve Schultz made a motion to accept the resignation of At Large Alderman, Lance Kendrick and Bob Dieker seconded the motion. Motion carried with4 ayes, 0 nays and 2 absent. Mayor Rennecker asked the City Council to give him 3 names each for consideration.

Steve Schultz made a motion to hire Jeremy Walston at a wage of $16.83 an hour for the Public Works position. Marynel Corton seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Steve Schultz made motion to make the following changes to payroll starting May 1, 2020:

1. Approve giving each employee an extra.25 cents hr. for every license they have or obtain (minus CDL).

2. Approve 2% raise for all staff.

3. Approve an extra $1.00 hr. raise for Cody Hinch

4. Approve an extra.50 cents an hr. raise for Kristy Jeffers

5. Approve an extra.50 cents hr. raise for Sandra Brown and Nancy McCarter

Bruce Kendall seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent. Bruce Kendall made a motion to adjourn and Bob Dieker seconded the motion. Meeting adjourned at 9:30 p.m.
