City of Macomb City Council met Jan. 6.

Here is the minutes provided by the council:

The Macomb City Council met in a regular session beginning at 5:15 p.m. in the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE

Mayor Inman called the meeting to order. Mayor Inman lead the Pledge of Allegiance.

MOMENT OF SILENCE

Mayor Inman lead Council in a moment of silence in honor of Mrs. Valencia Pettigrew.

ROLL CALL

City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Annette Carper, Tom Koch, Gayle Carper, Tammie Leigh Brown Edwards and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Kristen Petrie and City Administrator Scott Coker were present. City Treasurer Ronald Ward was absent.

CONSENT AGENDA

Items on the Consent Agenda:

1. Minutes of the Macomb City Council meeting held on Monday, December 16, 2019 and minutes of the Committee of the Whole meeting held on Monday, December 23, 2019.

CONSENT AGENDA ADOPTED

Alderman Moon moved, seconded by Alderman A. Carper to dispense with the reading of the consent agenda and adopt as published, upon question being put, Aldermen Wayland, Vigezzi, A. Carper, Koch, G. Carper, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

PUBLIC COMMENT

Heather McMeekan asked Council to reconsider the ordinance concerning paraphernalia, taking out fines/penalties.

Mr. Emilio Vera seconded everything and asked Council to think about the purpose for the law.

City Attorney Kristen Petrie presented the following ordinance for second reading:

AN ORDINANCE TO CREATE CHAPTER 14, ARTICLE XIII ENTITLED ADULT USE CANNABIS CONSUMPTION ONSITE ESTABLISHMENTS OF THE MUNICIPAL CODE OF MACOMB, ILLINOIS PERTAINING TO CONDITIONAL USE PERMITS FOR ADULT USE CANNABIS CONSUMPTION ONSITE ESTABLISHMENTS

APPROVE ORDINANCE NO. 20-01

Alderman Moon moved, seconded by Alderman Vigezzi to approve the ordinance creating Chapter 14, Article XIII, entitled Adult Use Cannabis Consumption Onsite Establishments of the Municipal Code of Macomb, Illinois pertaining to conditional use permits for adult use cannabis consumption onsite establishments, on question being put, Aldermen Vigezzi, A. Carper, Koch, G. Carper, Brown-Edwards, Moon, and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 20-01.

APPROVE FULL-TIME SECRETARIAL FIRE DEPARTMENT

Alderman Vigezzi moved, seconded by Alderman A. Carper to approve the request to make the Macomb Fire Department secretarial position a full-time position with a pay wage to be Grade 14, Step 5 on the city’s matrix effective January 1, 2020, on question being put, Aldermen A. Carper, Koch, G. Carper, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

Mayor Inman presented the following ordinance for first reading:

AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE), SERIES 2020 OF THE CITY OF MACOMB, MCDONOUGH COUNTY, ILLINOIS, IN AN AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $4,300,000 FOR THE PURPOSE OF REFINANCING CERTAIN OUTSTANDING OBLIGATIONS AND PAYING FOR COSTS RELATED THERETO, AND PROVIDING FOR THE LEVY OF DIRECT ANNUAL TAX SUFFICIENT FOR THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID BONDS

City Attorney Kristen Petrie presented the following ordinance for first reading:

AN ORDINANCE TO CREATE A SPECIAL EVENT LIQUOR LICENSE FOR MACOMB ARTS CENTER BATTLE OF THE BRUSHES EVENT

WAIVE 2nd READING

Alderman Koch moved, seconded by Alderman Vigezzi to waive the second reading of the ordinance, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried and second reading was waived.

APPROVE ORDINANCE NO. 20-02

Alderman A. Carper moved, seconded by Alderman Koch to approve the ordinance creating a special event liquor license for Macomb Arts Center Battle of the Brushes event, on question being put, Aldermen Koch, G. Carper, Brown-Edwards, Moon, Wayland, Vigezzi and A. Carper being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 20-02.

COUNCIL ADJOURNMENT

There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Koch to adjourn, all Aldermen voted “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and the adjourned at 5:33 p.m.
