Jacksonville City Council met Feb. 10.

Here is the minutes provided by the council:

Alderman Lori Large Oldenettel in the Council Chamber called the Jacksonville City Council Meeting to order at 6:40 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams (Sean Magelitz), Mike Bartlett (Max Sandman), Jeff Hopkins (Zack Jennings), Jeff Lonergan (Kyle White), Lori Large Oldenettel (Jesse Lott as Mayor Pro-Tem Oldenettel), Aaron Scott (Jason Timmons), Mike Wankel, (James Baptist as Steve Warmowski); City Attorney Dan Beard (Steven Doss); City Clerk Skip Bradshaw (Jason Hoyle). Absent from the meeting were Aldermen Don Cook, Eren Williams; Mayor Andy Ezard. A quorum was declared.

Motion was made by Wankel, seconded by Hopkins, to elect Alderman Lori Large Oldenettel as Mayor Pro-Tem of this meeting. By voice vote, motion carried.

Mayor Pro-Tem Oldenettel turned the meeting over to the boy scouts and asked them to make introductions.

MINUTES: Motion was made by Warmowski, seconded by Scott, to approve the January 27, 2020 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: CC Bradshaw advised that he has two communications to discuss. **Both requests were approved.

 Kevin Eckhoff is requesting permission to temporarily close Founders Lane between Alice Drive and West Walnut, and to close Westgate Ave between Mound Road and West Walnut on Saturday, May 23, 2020 from 5:00 a.m. to 10:30 a.m. for the annual Passavant- Gatorade 5K/10K Race.

 The Jacksonville Public Schools Foundation has submitted a raffle license application with an aggregate retail value of all prizes to be awarded of $12,500.00. An insurance bond has been received. The raffle will be held downtown on May 29, 2020.

CLAIMS: Motion was made by Hopkins, seconded by Scott, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT: No discussion.

PUBLIC COMMENT: Thomas Clatterbuck is trying to get the word out to the community and would like local manufacturers to participate in the Illinois Manufacturers Association’s “Makers Madness” contest for the coolest thing made in Illinois.

Motion was made by Wankel, seconded by Lonergan, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

ROLL CALL: 8 Yeas; 0 Nays; 2 Absent (Cook, Williams) Motion carried 8-0-2.

OLD BUSINESS:

NEW BUSINESS: Ald. Adams recently attended the Connect Illinois program, a program to expand broadband access across the entire state of Illinois. The program offers a five-year, $420 million dollar grant funding opportunity for communities throughout the state. Ald. Adams feels the City should look into applying for this grant.

Ald. Adams recently went on a ride-along with the Jacksonville Police Department and found 21 streetlight that were out. He thanked Officer McMillen and JPD for their assistance in locating the outages. He previously found 17 streetlights out through complaints of constituents and 24 more since then for a total of 62 outages. Street lighting helps to deter crime. He suggested the City look into installing more lighting around the Jacksonville Developmental Center to help deter vandalism. He also asked that the JPD bring any other areas of concern to the Council.

Ald. Oldenettel pointed out that the lighting located within the park was powered by a power plant that is no longer functional. Ald. Adams noted that there is a crew within Ameren that can look at the options and whether or not the existing wiring is able to receive power. If not, then consideration might be given into installing a few new lights throughout the park. Ald. Hopkins noted that the JDC is located on State property so anything that is done must be done through the State. Ald. Warmowski would like to see the State provide solar powered lighting in the park.

ADJOURNMENT: With no further discussion motion was made by Warmowski, seconded by Adams, to adjourn the meeting at 6:55 p.m.
