Illini West High School District #307 Board of Education met Feb. 19.

Here is the minutes provided by the board:

1) The Regular Meeting of the Illini West High School District 307 of Hancock County, IL was called to order at 7:00 PM.

2) Roll Call:

1. Holly Wilde-Tillman

4) Motion by Sutton, seconded by Anders to approve Minutes of the Special Meeting on January 8, 2020, Minutes of the Regular Meeting on January 15, 2020 and Executive Session on January 15, 2020. Roll Call: Anders/yes; Sutton/yes; S Pence/yes; Huston/yes; B Pence/yes; Wujek/yes; Wilde- Tillman/yes. Motion carried.

5) Motion by Sutton, seconded by Anders to approve bills as presented. Roll Call: Huston/yes; Sutton/yes; S Pence/yes; Wujek/yes; Wilde-Tillman/yes; Anders/yes; B Pence/yes. Motion carried. Holly Wilde-Tillman stepped out at 7:10 to watch her daughter at the high school basketball game.

6) Recognition of Visitors - 15 - 18 people - all welcome

7) Public Comment – Billy Cramer, Joy Swearingen, Cindy Logan, and Tom Hartzell - not a public meeting, a regular board meeting. Policy 2:230 - 30 minutes of total meeting for public comment. 5 minutes per individual person unless there is only 1 and then the president of the board can permit additional time. 8:30 - visitors on school property - reviewed.

Billy Cramer - referendum - declined to talk because Mr. Hartzell is here.

Joy Swearingen - referendum - through the years the board has worked together and explained why the board chose to purchase land and propose a building in the center of the district. She feels like this idea of a referendum because there was a request and they are doing what has been expressed and the voters will have their voice when they vote.

Cindy Logan - Steering Committee - small report since our last meeting - LaHarpe 54 people that signed in - Jerry Brown - ambulance and fire dept - 10 - 15 minutes for first responders from LaHarpe. She is going to give us a report from Scott Bentzinger - there was a request for a building tour - working on a report on rural schools to give us a better idea.

Tom Hartzell - shocked that there has not been open communication with the Carthage Elementary District - CEO of Hospital - Ada Baird and what she is working on and how it could benefit IW, but they are simply working towards this. Mr. Hartzel requested that we take the referendum off the ballet but recognizes that we can't do that. ISBE- March 16th in Macomb - strategic planning meeting - LaHarpe individuals were expressing concern about voting via party - can request a nonpartisan ballet. Mr. Hartzell is interested in getting this information out maybe the newspaper can help with this.

8) Motion by B Pence, seconded by Sutton to approve all consent agenda items as presented. Roll Call: B Pence/yes; S Pence/yes; Huston/yes; Anders/yes; Wilde-Tillman/absent; Sutton/yes; Wujek/yes. Motion carried.

9) Reports

a. Principal – 165 students to Fun City on Friday - WCISEC special education basketball game had a great turn out.

b. Superintendent – Reviewed the ISBE visit with the representative from Chicago - interested in learning more about rural schools. Discussed how we are trying to raise reading and math skills, social emotional learning, teacher shortage, there is a push to combine dual districts like us and openly discussed the challenges that come with that, visited the classrooms and engaged with students, student indicated that "bullying" isn't the norm here. Career Technical Committee for licensure - CTE - vocational courses 30 different certifications and this limits individuals who are interested in developing other vocational areas. There is no difference in teacher shortage between urban and rural schools. March 1st is the date that the report needs to be to the governor.

10) Discussion/Action

a. Motion by S Pence, seconded by Sutton to approve the Course Catalog. Roll Call: Sutton/yes; B Pence/yes; Huston/yes; S Pence/yes; Anders/yes; Wilde-Tillman/absent; Wujek/yes. Motion carried.

b. Handbook Changes – Due to snow days this committee has not met and will meet next Wednesday, February 26.

c. Motion by Anders, seconded by Sutton to approve the 2020-2021 Public School Calendar. Roll Call: S Pence/yes; Anders/yes; Huston/yes; Sutton/yes; B Pence/yes; Wilde- Tillman/absent; Wujek/yes. Motion carried.

d. Building Referendum – Mrs. Schilson is going to ask David Pistorius to see their take. Then have a special board meeting once we have advice from counsel. David and Scott Brunton will come up with the language that we use. Board members are to send Kim an email with dates to meet next week.

11) Motion by Sutton, seconded by S Pence to leave regular session for the purpose of entering Executive Session at 7:37 p.m. to discuss:

a. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5 ILCS 120/2(c)(1)

Roll Call: Sutton/yes; Anders/yes; Huston/yes; S Pence/yes; Wilde-Tillman/absent; B Pence/yes; Wujek/yes. Motion carried.

Holly Wilde-Tillman returned to the meeting at 7:53 p.m. during executive session.

Motion by Sutton, seconded by Anders to leave executive session at 8:15 p.m. to return to regular session. Roll call: Wujek/yes; B Pence/yes; Wilde-Tillman/yes; Anders/yes; S Pence/yes; Sutton/yes; Huston/yes. Motion carried.

12) Action

i. Resignation

1. Motion by Anders, seconded by Sutton to confirm the resignation of Shane Long as Maintenance and Ground Director/Transportation Supervisor. Roll Call: S Pence/yes; B Pence/yes; Sutton/yes; Wilde-Tillman/yes; Wujek/yes; Anders/yes; Huston/yes. Motion carried.

2. Motion by Anders, seconded by Sutton to confirm the resignation of Danielle White as Girls Head Track Coach. Roll Call: Wilde-Tillman/yes; Anders/yes; Wujek/yes; S Pence/yes; Sutton/yes; B Pence/yes; Huston/yes. Motion carried.

ii. Retirement

1. Motion by B Pence seconded by S Pence to confirm Greg Hoener’s intent to retire in 2023. Roll Call: Wujek/yes; B Pence/yes; S Pence/yes; Wilde- Tillman/yes; Huston/yes; Anders/yes; Sutton/yes. Motion carried.

iii. Employ

1. Motion by Anders seconded by Sutton to confirm the appointment of Jessica Knicl, Music/SPED 2020-2021 school year. Roll Call: Wilde- Tillman/yes; B Pence/yes; Anders/yes; S Pence/yes; Sutton/yes; Wujek/yes; Huston/yes. Motion carried.

2. Motion by Wilde-Tillman, seconded by Sutton to confirm the appointment of Tyler Schilson as Building Transportation/Maintenance/Bus Driver. Roll Call: Wilde-Tillman/yes; Wujek/yes; Anders/yes; Sutton/yes; S Pence/yes; Huston/yes; B Pence/no. Motion carried.

iv. Approve

1. Motion by Sutton, seconded by S. Pence to confirm the appointment of the following Volunteer Coaches:

Jerry Butcher Volunteer Girls Track Coach
