Jacksonville City Council met April 9.

Here is the minutes provided by the council:

Mayor Andy Ezard in the Council Chamber called the Jacksonville City Council Meeting to order at 6:26 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams, Mike Bartlett, Jeff Lonergan, Lori Large Oldenettel, Aaron Scott, Mike Wankel, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting were Aldermen Don Cook, Jeff Hopkins, Steve Warmowski. A quorum was declared.

MINUTES: Motion was made by Bartlett, seconded by Williams, to approve the February 24, 2020 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: Motion was made by Lonergan, seconded by Oldenettel, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT:

1. First reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section3-64 Location; Change of Location; Limitations on Number Issued (increase Class D, DD, E, EE and BH licenses by one, total 17 – Lori Wankel dba The Filling Station). Motion was made by Scott, seconded by Bartlett, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2020-O-003 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF LOCATION; LIMITATIONS ON NUMBER ISSUED – (Increase Class D, DD, E, EE and BH licenses by one, total 17), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 6 Yeas; 0 Nays; 3 Absent (Cook, Hopkins, Warmowski); 1 Abstain (Wankel)

Motion carried 6-0-3-1.

COMMITTEE REPORTS

PLANNING & PUBLIC WORKS:

1. Second reading of an Ordinance amending the Jacksonville Zoning Map for property located at 1691-1693 West Morton Avenue from B-3 to B-4 with Special Use. Motion was made by Scott, seconded by Bartlett, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2020-O-002 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE ZONING MAP

FOR PROPERTY LOCATED AT 1691-1693 WEST MORTON AVENUE FROM

B-3 (Limited Business District) to B-4 (General Business District) WITH SPECIAL

USE – (Automotive shop), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 7-0-3.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

OLD BUSINESS: Ald. Adams talked about the lack of parking downtown and asked if additional parking is planned in the future. Mayor Ezard pointed out that there are several lots outside but close to the downtown area and that there is no plan for additional parking in the near future. Ald. Oldenettel suggested revisiting this issue with Jacksonville Main Street. CA Beard cautioned the Council about imposing a time limit for parking downtown because fines would then need to be established and enforcement would need to be addressed. He suggested finding a way to encourage LLCC students and business owners to park in the lots behind the buildings.

NEW BUSINESS: Ald. Oldenettel commended Supt. Les Ballenger for a job well done to clean up and repair the parking areas behind Don’s Place and The Depot.

Mayor Ezard is scheduled to discuss the coronavirus issue with the Morgan County Health Department and Emergency Management Director Phil McCarty on Tuesday, March 10th. More information on how to proceed with mitigation efforts will come after these discussions take place. Ald. Adams advised there is a coronavirus testing facility in Springfield. He also wants to ensure that the Police Officers and Firefighters have the proper protection so they are well protected against the virus. Proper protocol is of utmost importance in this situation.

Ald. Williams has had a lot of interest in another City-wide Clean-up and yard sale and would like to hold another sale this year.

Ald. Adams talked about the Healthy Jacksonville Initiative that Passavant Hospital is working on, noting that they have set forth the following four initiatives:

¨ Mental Health Issues

¨ Low Income Individuals

¨ Food and Security

¨ Transportation

Ald. Adams attended the Food and Security meeting and has suggested to Passavant that they consider having a volunteer who would accept Electronic Benefit Transfers (EBT) from individuals to encourage more participation in a farmers market. A more detailed proposal will be presented in the future.

Additionally, the Morgan County Housing Authority is open to offering bus services to the farmers market as needed, waiving any fees associated with that service for Housing residents.

ADJOURNMENT: With no further discussion motion was made by Oldenettel, seconded by Lonergan, to adjourn the meeting at 6:46 p.m.
