City of Barry City Council met April 6.

The Council meeting was held with conference call due to the COVID-VIRUS. Mayor Rennecker called the regular meeting to order at 7:04 p.m. Roll call was taken and the following were present: Mayor Rennecker, Debbie Dell, Jeff Hogge, Robert Snyder, Bob Dieker, Scott Harris, Steve Schultz, Marynel Corton, Bridget Cramsey, Bruce Kendall, Max Middendorf, Debbie Harshman, Jim Filbert, David Camphouse, Coy Bainter and Sandra Brown. Eric Oitker joined group at 7:43 p.m. All elected officials were present. Mayor Rennecker then held a moment of silence for the late Mayor Ed Venicombe for recognition for his years of service to the City of Barry.
Bruce Kendall made motion to approve the minutes from the March meeting and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Scott Harris made a motion to approve payment of the bills and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Council reviewed the treasurer’s report. Steve Schultz made motion to accept report and Bruce Kendall seconded motion.
Mayor gave police report. There were 4 arrests: 1 felony and 3 misdemeanor arrests.
Jeff Hogge gave Code enforcement report. He said that yards are getting mowed and people are piling things up until spring clean-up. The spring clean-up has been postponed due to the virus so cancelled dumpster until later date.
We received news that the 50% grant for the police car has been approved.
Mayor Rennecker said that vehicles need to be operable and licensed and Steve Schultz said we need to ask for copy of insurance and Marynel Corton thought that was a good idea.
Robert Snyder gave the Public Works Director report. He said they worked on lift station. The impellor came loose and have cleaned out some ditches. We had two sewer taps – one on Grand Ave and one on Tremont Street. I wanted to do hydrant flushing but may have to move to May or later.
Mayor Rennecker said he had talked to staff about the virus and asked what they thought we could due and still keep running. Robert said they could have one person come in and check water plant and wells and would probably take a couple hours. We could alternate every two days and everyone has their phones so if we would need them they could come in. Mayor Rennecker said they have also talked about solo projects: mowing and everyone in different vehicle. The recycling has been postponed until later. Mayor Rennecker asked Max Middendorf what Pittsfield is doing. Max stated they are running a split staff and City Hall is shut down – no one is allowed to go inside. Steve Schultz asked we have gloves to wear while handling money and mail and Sandra said no. He asked if we would wear them to do this and was told yes. Bob Dieker brought in a box of gloves for us to wear and Scott Harris said he had some masks he would bring in. Bruce Kendall said he had some masks coming and would see if we needed any when he got them. I (Sandra) would like to thank you guys for these. Mayor Rennecker said if this virus really takes hold in the County we may go to an operation like this.
Jeff Hogge gave the City Administrators report. He stated the AFWF has passed the health inspection and he met with MECO structural engineer about Tad Oitker’s building and delivered TIF applications to businesses. Also had conference call with USDA on requirements for the grant for police car. Jeff said he had only received three TIF applications back and asked if we could extend for another week. Steve Schultz said we have less money this year and we agreed not to extend.
Mayor Rennecker was going to table the discussion on Right of Way Parking Ordinance until council could meet in person, but Marynel Corton said she wanted to point out big farm equipment was moving through so whenever we could talk about it would be nice but she understands we have other things going on now. Bob Dieker asked if everyone was in consensus on Rodgers Street and could we go ahead and put no parking sign up and have a 15 minute parking by the daycare. Steve Schultz said he would like to make a suggestion to go ahead and close parking discussion on Rodgers Street but put 15 minute parking sign by daycare center and have no parking from Davis Street to Grand Ave. He said if Bob Dieker wanted to make a motion he would second it. Bob Dieker made a motion to approve no parking from Davis Street to Grand Ave and have 15 minute parking limit in front of day care center. Steve Schultz seconded the motion. Motion carried with 6 ayes o nays and o absent.
Mayor Rennecker discussed the Bow Lake Subdivision Agreement with Council. Steve Schultz said he is comfortable with the agreement along with Marynel Corton, Bob Dieker, and Bridget Cramsey. Steve Schultz made motion to accept the agreement as written pending change and Bob Dieker seconded the motion. Roll call taken:

Mayor and council discussed water/sewer rate ordinance. Mayor Rennecker said that
Attorney Brenner said we have to pass ordinance every year. Steve Schultz said that for next year’s budget the water fund will not be supporting itself. Marynel Corton thinks we should keep moving closer to where we need to be on sewer part. Max Middendorf stated that Pittsfield just received bids to repaint 100,000 gal tank and they came in just under $300,000 (20 year life span) and would recommend we save for this. Steve Schultz made motion to increase water rates 3% and sewer rates $1.25 per thousand gallons and Marynel Corton seconded the motion. Roll call taken:

Steve Schultz recommends that the pool not be open until we get the all clear to do so.
Marynel Corton asked if any lifeguards have been hired and about maintenance being done. Robert Snyder said they usually don’t start painting pool until May 1st. We are still waiting on good days to put water to slide and put umbrellas up. The new pump has been installed and filter has been repaired and put in. Also new electrical box has been installed. Jeff Hogge said manager has been hired but no guards yet. There have been 3 applications and all need to be certified as lifeguards. All certification classes have been cancelled.
Steve Schultz made motion to adjourn and Bridget Cramsey seconded the motion. Meeting adjourned at 8:13 p. m.
