City of Bushnell City Council met June 15.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Resolution Committing Local Funds

*Jarred Dexter from WIRC held a public hearing to complete the requirements of an application for funding of reconstruction of Davis Street in the industrial park. Dexter explained that the the City is submitting a REBUILD Illinois Public Infrastructure application to the Department of

Commerce and Economic Opportunity for the reconstruction.

Ald. Lorton made a motion to approve the resolution. Ald. C. Howell seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

B-PC backpack 5K – letter from Carol Holland

*Mayor Wilt read the letter which stated that the Backpack program sent home food for the weekend to 24 families which fed 63 students this past year. The same route for the 5K will be used. Holland has filled out the Facility Usage paperwork and secured the Certificate of Liability Insurance. In case of cancellation of the fall festival they still plan on having a Backpack Fundraiser through mailings or virtually.

The council agreed to this with a general consensus.

Treasurer

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from June 1, 2020

2. Accept May Financial Report.

Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

1. Mayor Wilt stated that hopefully by the end of the month we would be able to move in to stage 4.

Personnel/Finance/Budget

Public Works

*Ald. C Howell stated he would be scheduling a meeting soon to go over the issues with the city dump.

Police/Liquor/ESDA

*Minutes from the June 8, 2020 meeting

Ald. Lorton made a motion to hire Anthony Taylor as a part time police officer. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Ald. Lorton made a motion to charge Bowsers, Jenny Wren, JoJo’s & VFW 60% of their liquor license fee for the May 1, 2020 to April 30, 2021 timeframe. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Real Estate/Parks/Recreation

*Minutes from the June 8, 2020 meeting.

*Discussed some various properties that need cleaned up around town.

*Discussed food truck fees. More and more food trucks are coming into town, and There is concern that we are not getting sales tax and it might be taking away from local businesses. Mayor Wilt moved this issue to Police/Liquor committee.

MAEDCO

*MAEDCO director Kim Pierce stated that there are unclear guidelines for moving on to Stage 4.

*Pierce stated that there is a significant retail project going in to Macomb.

*Pierce stated that the government has released a lot of money to go to childcare agencies to offset the slow down due to Covid-19.

Engineering

*Nothing to report

Contracts

*Ald. Glisan gave an update of Area Disposal, they have requested residential addresses and will be sending out an introduction mailer.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler stated he has a court date on July 14th for the Patty Sullivan property.

*Laegeler stated that the contracts for the American Tower lease should be ready by next meeting.

Ald. Allen made a motion to adjourn at 6:03
