Barry City Council met June 1.

Here is the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. The meeting was held by conference call and the following were present: Mayor Rennecker, Jeff Hogge, Bob Dieker, Scott Harris, Steve Schultz, Marynel Corton, Bridget Cramsey, Bruce Kendall, Debbie Dell, Sandra Brown, Max Middendorf, David Camphouse, Jim Filbert and Debbie Harshman.

Bruce Kendall made a motion to approve the May minutes and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made a motion to approve payment of bills and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz gave the Finance Committee report. They met on May 14, 2020 to discuss and review the proposed budget for the new fiscal year. Steve said we are in pretty good shape and the committee recommends we change health care costs from $108 a month to $150 a month. Steve Schultz made a motion to accept the committee report and the appropriation ordinance. Motion carried with 6 ayes, 0 nays and 0 absent.

Jeff Hogge discussed code enforcements. Jeff said he is getting some responses, but gave them 3 weeks this time because of City clean-up being scheduled. The City crew is going to have to mow at 861 Tremont Street because we cannot get a hold of owners. Steve Schultz asked if we will put a lien on the property and Jeff replied yes.

Robert Snyder was absent so Jeff Hogge gave the Public Works Director report. They removed 5 trees and read meters. The crew did a lot of mowing and weed-eating, also flushed the mains and hydrants. Julies continue rolling in – people putting up fences.

Jeff Hogge Gave the City Administrators report. Jeff asked if we are going to hire summer help. Steve Schultz said we did not budget for it this year. Bruce Kendall said he thinks we should have 1 or 2 - it helps take the pressure off of the employees. Mayor Rennecker said we haven’t done any advertising for this, but we may be losing an employee so may have some flexibility. Steve Schultz said if we are thinking about that maybe we should make a decision tonight. Council decided to look for two for summer help. The City clean-up will be 6/20/20 to 6/28/20. Have met with store owners on Mortimer Street about the possible reopening allowing customers to eat outside and a second meeting was conducted to finalize the plan. Jeff worked with American Fresh Water Fish on getting potential employees and had water damage at the YMCA. Ground water had gotten under the wood flooring and buckled the flooring. The insurance will be sending out an adjuster to look at it. We are covered for $25,000 for damage repair with a $1,000 deductible.

Mayor Rennecker said he had discussed with Jeff, Nancy and Sandy whether we should keep City Hall closed like it is now or open it back up. Bob Dieker said he would like to see it opened back and Bridget Cramsey said it would be nice. Steve Schultz said he doesn’t have a problem but if we have cases pop up in Pike Co. then we need to shut down immediately.

Mayor Rennecker discussed the 2019/2020Appropriation Ordinance with the Council. Steve Schultz made a motion to accept the Appropriation Ordinance and Scott Harris seconded the motion. Roll Call taken:

Bob Dieker – yes Scott Harris – yes Steve Schultz – yes Marynel Corton – yes Bridget Cramsey – yes Bruce Kendall – yes

Motion carried with 6 ayes, 0 nays and 0 absent to approve the Appropriation Ordinance. Mayor Rennecker asked the Council if they were ready to discuss Right of Way

Parking Ordinance. He said no camper/trailer can be parked on right of way without prior approval plus # of days. Steve Schultz said we need to discuss the # of days. Bruce Kendall stated we need to give them 30 days and Marynel Corton asked what is the goal for letting them sit here – is it a transition time. Scott Harris said yes, if someone is visiting for week or two. Bruce Kendall said he would be fine with14 days. Steve Schultz made a motion to accept the ordinance as read with the 14 days being addressed and Bob Dieker seconded the motion. Roll Call Taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve the Right of Way Parking ordinance.

Mayor Rennecker discussed the Visitor’s Center Lease. He said the lease has expired. The City pays the real estate tax on it and he mows the grass when he mows by the blue barn. There is a medical transport going in the building. Marynel Corton said recycling is important but not sure the inside ever took off. Mayor Rennecker said he has talked with staff at City and have thought about the lot by city hall for the recycling and wondered if owner of visitor’s center would let us keep recycling there if we mowed the property. Steve Schultz said to check on it and negotiate with the owner.

Mayor Rennecker discussed the pool with Council. Do we wait until Phase 5 or go ahead and open. Scott Harris asked if maintenance has been done that needs to done inside – painting and repairing. Jeff said if we don’t open he suggests we power wash and clean. He said if the City doesn’t make an announcement to open soon it won’t be practical to do so. Mayor Rennecker said if it opens up by July 1st do you want to open pool. Bruce Kendall said he doesn’t see us opening and Steve Schultz said we would know in another month and asked if we table to another month. Debbie Harshman said if we don’t get to open by July we would loose swim lessons – because people are going to go somewhere else. Steve Schultz said the latest day we could open would be 07/01/20. Marynel Corton said if we don’t have a go by 6/15/20 it won’t open.

Marynel Corton discussed Looking for Lincoln Signage at the Baptist Church. She said they are asking for a letter of support from the City for looking for Lincoln signs and thinks this would be connected with New Philadelphia and she needs to talk to Baptist Church about putting sign in church yard. Steve Schultz said he would be happy for the City to support the sign and Bridget Cramsey seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Debbie Harshman said she would like to have the sidewalk repaired in front of her house and the man next door would also like his done.

Steve Schultz made a motion to adjourn at 8:15 p.m. and Marynel Corton seconded the motion. Meeting adjourned at 8:15 p.m.
