Village of Franklin Board of Trustees met June 2.

Here is the minutes provided by the board:

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:00 pm, in the town hall. Trustees present via Zoom were Abby Flynn, Lincoln Hill, and Tami Thompson. Trustees Nicole Fromme and Amanda Ahlers were present in the Village Hall. Trustee Wyatt Smith entered at 7:04 pm via Zoom.

Treasurer Susan Smith presented the Treasurer's Report for May. She informed the board where each business stood and how the bank balances were for the month. Tami Thompson made a motion to accept the Treasurer's Report for May. Lincoln Hill seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried. Susan Smith presented the Bills Paid and to Be Paid for May. Nicole Fromme made a motion to accept the Bills Paid and to be Paid for May. Amanda Ahlers seconded the motion. The voting was as follows: Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.

Clerk, Ashley Turpin presented the Trustees with minutes from May. Tami Thompson made a motion to approve the minutes from May. Abby Flynn seconded the motion. The voting was as follows: Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, and Lincoln Hill-yes. The motion was carried.

Andy Fairless presented his Utility Supervisor report. Jim and Andy began patching on the roads and working on the water agreement this week. They are in need of some materials for the maintenance building, which includes new windows or glass, furnace, overhead doors, entry door, and insulation in the shop area. Andy also discussed the possibility of moving the rock stored to the maintenance building property. The Trustees agreed it would be costly to make it look nice on a main road and would rather see it stay where it currently is. Andy also mentioned the drainage issue on Mill and State Streets near the mail boxes for Toler Bend residents is a concern and was made an issue when the water main was put in. It will cost around $2080 to repair. Mayor Turpin said MFT funds could be used.

Buildings, Roads, and Drainage - Abby Flynn made a motion to fix the issue on Mill and State Streets. Wyatt Smith seconded the motion. The voting was as follows: Nicole Fromme- yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, and Tami Thompson-yes. The motion was carried.

Finance/Payroll - There is nothing new to report from this committee. Insurance - There is nothing new to report from this committee. Personnel - There is nothing new to report from this committee.

Utility Reconnect - There is nothing new to report from this committee.

Utilities - There is nothing new to report from this committee.

Abandoned Property is put on hold due to the pandemic.

The Panhandle Municipal Defense update will hopefully be settled in August.

The village received an agreement for the cell towers. Mayor Turpin will finish the agreement with its changes and send it to the Trustees for review before signing.

The abandoned vehicle action is being placed on hold due to the pandemic.

The Village board will discuss the Village entrance signs again in July.

Andy Fairless said the painting on the pavilion and bathroom doors at the park are on the list and will be completed when the gas project is complete and the weather allows.

The trustees reviewed the Christmas lights and all year banners. The order for the banners will be placed tomorrow morning. The Trustees discussed the Christmas lights and decided to wait on ordering any.

Mayor Turpin read the resolution to accept the employee handbook policies aloud. It was also emailed to the Trustees, along with the policies. The only policy it did not include was concealed carry in the office and it will be discussed at the next meeting. Tami Thompson made a motion to accept the Resolution adopting policies for the Village of Franklin Policy Manual. Nicole Fromme seconded the motion. The voting was as follows: Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, and Nicole Fromme-yes. The motion was carried.

Mayor Turpin read the Resolution to accept Employee Handbook Ordinances aloud. Nicole Fromme made a motion to accept the employee handbook ordinance. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill- yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

Mayor Turpin presented the Resolution to accept the Employee Handbook. Tami Thompson made a resolution to accept the Employee Policy Manual. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.

Mayor Turpin added that the juvenile riding his four wheeler around town was sent a letter from the attorney. Another young man was with him recently and a letter will be sent to him also.

Mayor Turpin received a letter from the insurance stating it is okay to open the park and the Village office but the playground must remain closed due to the inability to clean it properly between uses. Masks must be worn inside of the Village office. Wyatt Smith made a motion to open the park and town hall building following state guidelines. Abby Flynn seconded the motion. The voting was as follows: Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.

A copy of the resolution to purchase emergency water from Waverly was sent to each Trustee via email. Mayor Turpin reviewed the resolution and stated it would allow for the grant application to move forward with the State of Illinois. Tami Thompson made a motion to accept Resolution 2020-04 which is the water contract with Waverly. Lincoln Hill seconded the motion. The voting was as follows: Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, and Lincoln Hill-yes. The motion was carried. Tami Thompson made a motion to accept Resolution 2020-05 committing local funds. Lincoln Hill seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, and Tami Thompson-yes. The motion was carried.

Mayor Turpin and Andy Fairless read the Waverly Water contract and it's stipulations. It is not to exceed 80,000 gallons per day. It is $4.00 per 1,000 gallons. The contract term is three years and then automatically renewed every three years. Waverly was approving it at their meeting and then Franklin mayor and clerk would be able to sign later this evening. Abby Flynn made a motion to accept the agreement with Waverly to purchase emergency water when needed. Amanda Ahlers seconded the motion. The voting was as follows: Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, and Nicole Fromme-yes. The motion was carried.

The Lions Club voted to cancel the 4th of July celebration but want to continue with fireworks. They ask the Village to approve a permit if they need to use the sewer plant property. Darin Seymour is currently working an agreement out with the county commissioner to host them on School House Road. The Village board agrees they can host a special meeting to approve them if they would need it.

The Village will not approve the Lions Club Fireworks document at this time due to them being held out of town.

The Trustees discussed the idea of selling the Quonset Huts and agreed they were not interested at this time. Amanda Ahlers made a motion to not sell the Quonset Huts. Wyatt Smith seconded the motion. The voting was as follows: Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.

The Trustees asked Andy Fairless to provide some figures on how much the materials would cost to the work on the maintenance building and then they could make a decision.

Mayor Turpin added that the grant discussed earlier would require signatures and after it is approved by the Waverly committee. Then it will be sent to Benton & Associates in the morning. It costs the Village $5000 to apply, as discussed previously and then if the grant is approved, the Village will owe funds to equal to 3.8% of the estimated total project cost or $24,000.

Wyatt Smith made a motion to adjourn. Tami Thompson seconded the motion. The voting was as follows: Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The meeting adjourned at 8:03 pm.

Mayor Paul Turpin called the special meeting of the Village of Franklin Board of Trustees to order at 7:02 pm on Thursday, June 18, 2020 in the town hall. Trustees present via Zoom were Abby Flynn, and Lincoln Hill. Trustees Tami Thompson, Nicole Fromme, and Amanda Ahlers were present in the Village Hall.

The Green Wall would like to close the street in front of their property on the 3rd and 4th of July of live music and dining. They've also asked to use the park pavilion if it is raining. Mayor Turpin informed Ashley Hamilton of the ordinance and how it read. She said they would like the alcohol ban to be lifted between 2pm and 2am. Tami Thompson made a motion to close Wyatts Avenue in front of the Green Wall on July 3rd and 4th. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

Mayor Turpin read the resolution to enact section 3 of Ordinance No 2005-2 for July 3, 2020. Nicole Fromme made a resolution to enact section 3 of Ordinance No 2005-2 for July 3, 2020. Mayor Turpin presented the same information as discussed in the last action and explained it would be in effect for July 4, 2020. Nicole Fromme made a resolution to enact section 3 of Ordinance No 2005-2 for July 4, 2020. Amanda Ahlers seconded the motion. The voting was as follows: Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Lincoln Hill-yes. The motion was carried.

Mayor Turpin read the resolution regarding the real estate purchase at 502 Wyatt Avenue to the Trustees. Tami Thompson made a resolution to authorize and ratify the purchase of real estate at 502 Wyatt Avenue. Nicole Fromme seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Lincoln Hill-yes, and Tami Thompson-yes. The motion was carried.

Mayor Turpin informed the Trustees two more letters were sent to individuals riding 4- wheelers in town to let them know action will be taken if caught again.

Mayor Turpin sent an email out to the Trustees in regards to the playground at the park re-opening. The state guidelines say it cannot reopen.

Tami Thompson made a motion to adjourn. Amanda Ahlers seconded the motion. The voting was as follows: Amanda Ahlers-yes, Abby Flynn-yes, Lincoln Hill-yes, Tami Thompson-yes, and Nicole Fromme-yes. The motion was carried. The meeting adjourned at 7:15 pm.

Trustees present via Zoom were Wyatt Smith, Nicole Fromme, and Amanda Ahlers. Trustees Lincoln Hill and Tami Thompson were present in the Village Hall. Trustee Abby Flynn was absent.

Tami Thompson made a motion to open the Village Park Playground. Lincoln Hill seconded the motion. The voting was as follows: Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

Wyatt Smith made a motion to adjourn. Amanda Ahlers seconded the motion. The voting was as follows: Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Wyatt Smith-yes. The motion was carried. The meeting adjourned at 7:01 pm.
