City of Bushnell City Council met July 6.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Treasurer

*Treasurer Cortelyou indicated that the new payroll system is working great for our City employees. They now have direct deposit and access to their own paychecks online which has eliminated paper check for payroll. Many thanks to City Clerk Teresa Ebbert and Deputy Clerk Mary Brown in their help implementing this new feature.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda, which included the following items:

1. Approval of Minutes from June 15, 2020

2. Approve May 2020 Financial Report

2. Accept & Approve June 2020 bills.

Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

Ad Hoc (Mayor’s Report)

1. Mayor Wilt stated minimum wage increased to $10 as of 7/1/2020

2. Mayor Wilt stated that with the move to Phase 4, we will include the outside patio option To continue since inside will only have 50% capacity to give them better options of an income.

3. Video Gaming resumed July 1, 2020. The state is in control of this, the city does control the City license for gaming and liquor but has nothing to do with turning on machines. The game Owners have secured all machines with proper barriers and hand sanitizing that is required.

4. Mayor Wilt informed council that the grants for the deep well project and the façade Project have been approved.

5. Mayor Wilt stated that the YMCA will remain closed until possibly Phase 5 as the area is Too small for social distancing and keeping the machines sanitized between usage. Also, the Recreation Center is closed until we can have our grant person, Mary White, back to keep the Place clean and sanitized. No rentals until that time comes. Bushnell members can use the Macomb YMCA for no charge if they would like.

6. Fall Festival – at this time they are uncertain as to if Boden’s can have the carnival. That is policed by the Health Department for inspections prior to each set-up. According to Bob Mahr everything else is on track to open. They have entertainment for 3 nights, the McCance Dance Troupe will not be performing. Tammy James is wanting to have the Flea Market and The council agreed they would leave that up to her discretion.

7. Mayor Wilt will be signing a “Shared Principals” directive with the City of Macomb, area Police Chief, Illinois State Police, OPS and the McDonough County Board in regards to Diversity. This will happen later in the month.

Personnel/Finance/Budget

Public Works-Street/Sewer/Alley

*Ald. C Howell went over the minutes from the two meetings they had over the last two weeks.

He stated that they discussed a bill submitted by the resident at 1446 W. Main for sewer repairs. The house Ryan Lewallen lives in is located on a private sanitary sewer line located on W Main. After some investigating they found that the easements were drawn up and requested that the homeowners sign them. It was the understanding that all the Homeowners must sign in order for the City to take ownership. It was found that only 3 or 4 Out of the 7 had signed. Therefore the committee does not believe the city has any obligation to maintain this section of sanitary sewer line.

*Ald. C Howell also stated that the IEPA contacted Chief Fosdyck about numerous complaints They had received about the smoke at the City Dump. And they would send a representative to investigate the site. Upon hearing this Public Works director Justin Griffith decided to close the dump to avoid any conflicts concerning the site. The council decided to reopen the dump; But will be amending the city yard waste ordinance.

Police/Liquor/ESDA

*Activity report for June.

*Next meeting will be July 13th, 4:00 p.m. @ the complex Real Estate/Parks/Recreation

*Ald. Coates stated that she has had lots of complaints about people letting off fireworks.

*Next meeting July 9, 3:30 at the City Hall.

Engineering

*Pay Change order No. 1 (Final) Gunther, Eric Moe from IMEG explained they decreased The size of the project to better fit the grant we received.

Ald. Lorton made a motion to approve the change order for Gunther for $106,168.15. Ald. C Howell seconded the motion. A roll call vote was taken with the results as follows:

*Pay estimate No. 1 (Final) Gunther

Ald. C Howell made a motion to pay the final estimate for $106,168.15. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Contracts

*Ald. Glisan stated that we would be meeting with Area Disposal next week to discuss the conversion. Everybody will receive a pamphlet that states what they will take and a schedule of pick up days. Glisan will be working with Area to get a Clean up day scheduled in the fall.

*Next meeting July 15 @3:00 City Hall.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler stated he would make the changes in the Yard Waste Ordinance.

Ald. Allen made a motion to adjourn.
