City of Bushnell City Council met Aug. 17.

City Treasurer Dan Cortleyou explained a report on the monthly revenues. He explained Motor Fuel Tax, through the Rebuild Illinois Program, is now receiving extra funds for the next two years. These monies may be used for infrastructure. Treasurer Cortelyou also met with Public Works Director Justin Griffith to prioritize all capital expenditure items and projects.
Consent Agenda:
Ald. Lorton made a motion to approve the consent agenda, which included the following items:

Ad hoc (Mayor’s Report)
*All Bushnell Prairie City Schools begins Wednesday, August 19. Please support and encourage the staff, students and faculty.
*Nathaniel Roberts asked for the use of the East Park on September 26 for Checkrow Church. A general census was given by the Council.
*YMCA is trying to establish the after school program at the Bushnell Recreation and Cultural Center this year. They have acquired a person to clean and sanitize at the YMCA expense. Also Director Griffith will meet with Fire Chief Bentzinger to inspect the site.
*Mayor Wilt encouraged the Council to sign up and read the Illinois Municipal League Briefings and newsletters.
Personnel / Finance/Budget
*Ald Glisan advised Director Griffith to inquire with the Illinois Public Health Agency for help with possible COVID procedures for the City Employees.
Public Works
*The Council accepted IMEG to do Structural Engineering work on a Façade Grant for the uptown area. After the Sanitary Sewer project is completed, the funds remaining from the Revolving Loan Fund through DCEO will be used. Ald Chuck Howell will meet with Eric Moe from IMEG to prioritize the project needs. Ald. Lorton made a motion accept IMEG as Structural Engineering. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

* Ald. Lorton made a motion to hire Stoneking Construction for demolish on Patty Sullivan Property, 140 W Hurst street, with a signed Judge’s order , Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

*Yard Waste site was shut down until further notice. Illinois Environmental Protection Agency Contacted the City about yet another Complaint. Ald Chuck Howell will have a committee meeting to discuss IEPA requirements and options for a possible reopening. A motion was made by Ald Glisan to allow the power to act to the Public Works Committee to deem what is necessary to satisfy the IEPA to open the Yard Waste Site quickly to the public. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

*Greg Fulkerson with TEST informed the Council the pumps will be tested and, if needed, replaced.
Mayor Wilt Complimented the Utility office and workers for the outstanding job with this month’s disconnects. Mayor Wilt appreciates all the employees for their professionalism during these trying times.
Police/Liquor/ESDA
*Ald Lorton will have the minutes from his police meeting held on August 18 at the next council meeting.
*Chief Fosdyck told the Council the next ESDA meeting for September will be Gas Department training.
MAEDCO
*RWE Windfarms Development looking for land at the southeast section of McDonough County. The issue will be discussed at the McDonough County Board on Wednesday August 19, at 7:00 pm.
*Farm King development moving forward in Macomb.
*BIG grant money awarded for the International Sandwich Shop in Macomb.
Contracts
*Contracts meeting held August 6 opened bids for Pest Control for the buildings including; Recreation Center, Police Department, Municipal Complex, City Hall/Utility Office, Water Treatment Plant and the Well Building but not to include East or West Lagoons at this time. All agreements are for 1 year term automatically extending after one year with the right of either party to cancel at any time. Approval will be at September 7th Council meeting from the following yearly bid totals: 1. Seventh Son $2405.00 2. Beck Pest Control $3600.00 3. American Pest Control $2700.00
*Garbage transitions from Waste management to Area Disposal. Ald Glisan, Justin Griffith and Attorney Chuck Laegeler met with David Schabb, with Waste Management about the transition from Waste Management to Area Disposal. Area Disposal will be dropping off the Recycle containers to the residences who have already contacted them to opt into the recycle program. Area Disposal’s number to the residences is 309-274-4589 to still signup for recycling. Waste management will remove their residential garbage cans and all recycle receptacles by September 1st.
A City wide clean-up or credit is still being negotiated between City Attorney Chuck Laegeler and Waste Management.
Attorney’s Report/Ordinances & Resolutions
*Chuck Laegeler discussed all ordinance violations tickets will be heard in court on the second Tuesday of each month now.
*The American Tower sale should be finalized at the end of the month.
