City of Barry City Council Met August 3

City of Barry City Council met Aug. 3.

Here is the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. The meeting was held in the Virginia Redman Community Center. Mayor Rennecker then led all present in the Pledge of Allegiance. All elected officials were present except Scott Harris and Bridget Cramsey.

Bruce Kendall made a motion to approve the minutes from the July meeting and Steve Schultz seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Bob Dieker made motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Christy Davenport, Executive Director of Pike County Chamber of Commerce explained to Council that they are there to help the businesses in Barry and all of Pike County. She said they are planning a ribbon cutting ceremony for Stroemer Food when they re-open.

Bruce Kendall asked if we had purchased the new squad car yet. Jeff Hogge said that the car has been ordered from Morrow Brothers and just waiting for it to be delivered.

Jeff Hogge gave the code enforcement report. Jeff said that most violations have been taken care of, but there has been some tickets issued and had to spend some time in code court.

Steve Schultz gave the RLF committee report; they had met before the meeting. Mike Baker had requested a loan in the amount of $16,000 to purchase used vehicles. Three stipulations were set up for the loan. Steve Schultz made a motion to approve the loan to Mike Baker with stipulations being met and Bob Dieker seconded the motion. Roll call taken:

Bruce Kendall – yes

Steve Schultz – yes

Bob Dieker – yes

Marynel Corton – yes

Scott Harris – absent

Bridget Cramsey – absent

Motion carried to give Mike Baker the loan with 4 ayes, 0 nays and 2 absent.

Robert Snyder was on vacation so Jeff Hogge gave his report. Jeff said that Mason

Street had been tarred and chipped from Rodgers Street to Greene Street and Williams Street from Decatur Street to Perry Street and used brown rock on these and also 310th Ave was done with white rock. The crew has done a lot of patching, weed eating and looking to get trees cut and trimmed up. We are losing the two summer helpers and have been doing things at the pool.

Jeff Hogge gave the City Administrator report. Jeff said that he and Robert went to Hannibal to look at a road grader. They wanted $10,000 for it but it was small and not big enough. He said that he and Shawn met with Megan and Justin Wilson from the Ice House Inn. They wanted to know if it was alright if they have a band during what would have been Barry Apple Festival. Council said as long as the health department approved they did not have a problem with it. Mayor Rennecker asked if sewer lining could be done in the winter. Max Middendorf said the colder it is the more heat needed to be used. Jeff said the grand re-opening for Stroemer Foods will be August 14 at 10 a.m.

Council discussed the Pike County Economic Development membership fee in amount of $1308.00 and golf outing for Barry Apple Festival. Steve Schultz made a motion to approve $1308 for PCEDC and to pay $200 for golf outing for Barry Apple Festival. Bruce Kendall seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Mayor Rennecker said that someone from management from marijuana plant asked if we would be interested in helping with speed bumps to put on 310th Ave close to stop sign because employees were not stopping at the stop sign and pulling out on blacktop. Bob said it would make it hard to grade in winter. Max Middendorf said built in ones perform better than bolted in ones. He said it was too early in game for conditions of that road. Council was not in favor of speed bumps and said they would ask Pike County Police to keep an eye on it.

Steve Schultz made a motion to go into executive session at 7:55 p.m. and Bob Dieker seconded the motion.

Council returned to regular session at 8:50 p.m. and Marynel Corton made a motion to adjourn and Bob Dieker seconded the motion. Meeting adjourned at 8:51 p.m.
