City of Dallas City Council met Aug. 12.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Carole McDowell, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Soheil Daneshuar, Chris Classen, Gary Smith, and Mariah Wallace.
A motion was made by Gittings, and 2nd by Olson to accept the minutes of the July 22, 2020, meeting. Gittings, McDowell, Northup, and Olson AYE.

Soheil Daneshuar informed the council that he is buying the former Ike's building at 490 West First Street and would like to request a Class A-1 liquor license. His plans include both a bar and restaurant. He is a former owner of the Palms Supper Club in Fort Madison, Iowa, and therefore, has had experience in the bar and restaurant business. A motion was made by Northup, and 2nd by Olson to grant Soheil Daneshuar a Class A-1 liquor license. Gittings, McDowell, Northup, and Olson AYE.
Chris Classen reported on a water line break on West Fourth Street last week. It involved two houses whose water service was off of the same line from the water main. These two services were separated while repairing the break, and each house now has its own water line to the main. Due to the circumstances, Lavadiere Construction had to be called in to do the work.
Discussed making an ordinance that would make residents responsible for any repairs to their water and sewer lines from the city's main lines to their property.
Police Chief Gary Smith gave his report for the month of July 2020. His TASER Instructor Recertification has been rescheduled and is now in September. He has ordered a new supply of Non- Highway Vehicle Permit stickers. He requested that the city purchase 250 window clings with the logo “Back the Blue” to help promote community support for our local police officers. He would like to place them in the businesses around town to be given away to the residents. The cost is $172.50. He also reported that there had been a theft recently at the city boat dock involving two Wright Tree Service trucks. When he attempted to access the video from the boat dock area, he had a difficult time. It has been determined that the police department's dedicated lap top computer has an outdated operating system and not enough RAM memory to sync up with the DVR unit so that it can do the job as well as it should be able to. The cost to purchase a new lap top computer with the newest operating system and more RAM memory is $599. A motion was made by Northup, and 2nd by Olson to purchase the 250 window clings for $172.50 and the new lap top computer for $599. Gittings, McDowell, Northup, and Olson AYE.
Commissioner Gittings discussed the problem of people dropping off their dogs and then leaving them with Tommy Sedgewick.
Mariah Wallace discussed the ordinances that she is working on and plans to have ready for the next meeting.
Discussed making a resolution that would replace the current resolution that was previously passed to vacate West First Street from Walnut Street to Sycamore Street for the purpose of CGB Enterprises Inc. expanding their grain bin facility. CGB Enterprises Inc. has since informed the city engineer that they are not going to proceed with their expansion project at this time. The city attorney is going to contact CGB Enterprises Inc. and ask them to officially notify the city, in writing, that they are not planning on expanding at this time. If the city receives this notification, the city attorney will proceed to draw up a new resolution revoking the previous resolution.
Discussed the electrical wiring that needs to be done in the garage and outside at the city hall/police station.
Mayor Six reported that he has been informed by the City of Carthage that they are going to be ready to sell their current backhoe soon. He has informed the Carthage mayor that we are very interested in purchasing it from them.
Discussed the trees that need to be removed from the city cemetery. Some other tree service businesses have been contacted to see if they would be interested in giving the city a bid. This will be discussed more at the next meeting.
Discussed the fact that Wright Tree Service has been parking their trucks and equipment in the parking lot at the city boat docks for a long time. Discussed requiring them to make some kind of an agreement with the city or quit allowing them to park there.
