Village of Franklin Grove Village Board met July 7.

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:00 pm in the town hall. Trustees present in the Village Hall were Abby Flynn, Wyatt Smith, Lincoln Hill, Tami Thompson, Nicole Fromme and Amanda Ahlers.
To begin the meeting, Mayor Turpin read a resignation letter from Jim Brown.
Treasurer Susan Smith presented the Treasurer's Report for June. She informed the board where each business stood and how the bank balances were for the month. Abby Flynn made a motion to accept the Treasurer's Report for June. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried. Susan Smith presented the Bills Paid and to Be Paid for June. Tami Thompson made a motion to accept the Bills Paid and to be Paid for June. Amanda Ahlers seconded the motion. The voting was as follows: Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.
Clerk, Ashley Turpin presented the Trustees with minutes from June. Tami Thompson made a motion to approve the minutes from June. Abby Flynn seconded the motion. The voting was as follows: Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.
Andy Fairless presented his Utility Supervisor report. Andy received a quote from Pridemore Doors & Adams Heating for the projects on the Village Maintenance Building. He also gave the board a quote from Sterling Transmission for the truck that needed maintenance. Andy explained fixing the truck would allow them more time to plan for a new vehicle in 3 to 5 years. Andy will get a hold of the USDI to increase the pressure on the gas line coming into town as approved in a previous meeting. Vanderventer has been in completing their yearly maintenance on the lift stations. Andy said Lift Station 2 had a pump going bad and it will need replaed by next year. He also mentioned the pavilion in the park has one coat of paint and needs a second but the restroom doors are done. Jim and Andy will be working on the ditch near Mill Street and State Street and also water and gas hook ups for the business on Mill Street in the next month if weather goes well. There is a sink hole near the outing club and Andy dug it up to find it was a field tile above the Village main. The main was checked and okay so the hole was left for the farmer to take care of. Andy also patched Dahman Road and will have Joe Woods look at it to see what can be done to keep the patch stable.
Buildings, Roads, and Drainage - Mayor Turpin said the Village workers will keep up on the patch on Dahman Road until the Village can afford to have it fully repaired.
Finance/Payroll - There is nothing new to report from this committee.
Insurance - Mayor Turpin said GUA raised their amounts recently. Last year the board discussed the rates provided by RMA but they could not get the gas coverage. Mayor Turpin wanted to give the board the opportunity to discuss RMA quotes after the frustration with the issue of closing and re-opening the park in the spring from COVID. The board would like to discuss the rates with RMA again but would not be able to consider a quote if gas was not coverage. Tami Thompson will reach out to RMA.
Personnel - Nicole Fromme made a motion to go into closed session at 7:24 pm to discuss personnel. The board returned into open session at 7:35 pm. Lincoln Hill made a motion to accept the resignation from James Brown with regrets. Nicole Fromme seconded the motion. The voting was as follows: Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, and Lincoln Hill-yes. The motion was carried.
Utility Reconnect - There is nothing new to report from this committee.
Utilities - There is nothing new to report from this committee.
Abandoned Property was on hold due to the pandemic but the attorney is now looking into proceeding with some of the cases.
The Panhandle Municipal Defense update will hopefully be settled in August.
The village received information regarding an alley way that needs closed in order for the cell tower to be placed. Mayor Turpin explained the alley was not closed in 2006 as it should have been. Tami Thompson made a motion to get a new ordinance to close the alley in the spray field. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn- yes, Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.
The abandoned vehicle action is being placed on hold due to the pandemic.
The Village board reviewed the Village entrance signs. Andy will get a new bid to replace one sign which will be the sign as you enter from Jacksonville.
The board reviewed the quotes provided by Andy earlier in the meeting and agreed they would like him to get more bids on the heating. Tami Thompson made a motion to purchase the new garage doors and opener for $4300 from Pridemore. Abby Flynn seconded the motion. The voting was as follows: Wyatt Smith-yes, Lincoln Hill-yes, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.
Mayor Turpin said the kids continuing to drive their four-wheelers in town will receive letters regarding court hearings when the court system opens up again.
Mayor Turpin read the information sent from Benton & Associates regarding the 2020 MFT Maintenance Program. Tami Thompson made a motion to approve the 2020 MFT General Maintenance Program for $7132.00. Amanda Ahlers seconded the motion. The voting was as follows: Lincoln Hill-present, Tami Thompson-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried. Wyatt Smith made a motion to appropriate $7500 from MFT Funds for 2020 MFT General Maintenance Program. Nicole Fromme seconded the motion. The voting was as follows: Tami Thompson-yes, Nicole Fromme- yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, and Lincoln Hill-yes. The motion was carried.
Mayor Turpin said Andy will walk the sidewalks and count how many places need adjusted or fixed. If it's only a few, the village could have them all done at once. If it is a lot, the village could make a plan to do them in increments over the next couple years.
In August the Green Wall will host the Red Biker run. They would like to use the pavilion in the park. Mayor Turpin informed them it would be a special event, however it is only for 30 to 45 minutes. The board decided to have them complete the paper work for a Liquor Ordinance Special Event but the village will not charge due to it begin a short time frame. The village will ensure the roads requested to be closed are done for the event. Tami Thompson will also advertise the event on the village webpage.
Mayor Turpin added that he received information from Purdue Pharmacy. They are giving small towns that don't have the ability to track the effects of the opioid crisis the opportunity to join a committee to receive a portion of proceeds. Mayor Turpin will fill out the paperwork. Franklin could receive approximately $1712.00.
