City of Dallas City City Council met Aug. 26.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Carole McDowell, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Chris Classen, Doug Erickson, and Gary Smith.

At the last meeting Soheil Daneshuar indicated that he was purchasing the former Ike's building. The city has since been informed that Mr. Daneshuar is actually leasing the building for two years with an option to buy at the end of the two years. A motion was made by Gittings, and 2nd by Northup to accept the minutes of the August 12, 2020, meeting with the above noted correction. Gittings, McDowell, Northup, and Olson AYE.

Chris Classen reported that there had been a water break on Poplar Street last week. The break involved two houses that need to have their service lines changed. Temporary repairs were done so that water service could be restored to the two houses. When the required parts arrive, he will change the service lines for these two houses so that they are tied into a different water main.

Doug Erickson reported on the proposed warranty inspection that is going to be done on the sewer lines that were repaired last year. He also informed the council that he recently went to Oquawka, Illinois, and viewed their boat dock area. It appears that Illinois Department of Natural Resources grant money was used to help pay for it. He has done some research, and it appears that there is Illinois Department of Natural Resources grant money available again for this type of project. However, the maximum amount that would be available is $200,000. He will discuss our boat dock situation with the engineer in his firm that deals more with this kind of thing and will see what they can come up with that probably can be done to our current boat dock area for $200,000.

Mayor Six has not heard anything from any other tree service businesses regarding the removal of two Ash trees in the city cemetery. A motion was made by Gittings, and 2nd by Olson to hire Dalton Maynard to cut and clean up the two Ash trees in the city cemetery for $6,250. Gittings, Northup, and OlsonAYE. McDowellNAY.

Discussed the electrical wiring that needs to be done at the garage at the city hall/police station. Mayor Six has not been able to get in contact with Max Faul to see if he is still interested in doing the work or not. A motion was made by Olson, and 2nd by McDowell to advertise for bids to install electrical service in the garage at the city hall/police station. Gittings, McDowell, Northup, and Olson AYE.

Discussed water meters that still need to be converted to radio read meters. Due to the COVID-19, the city is unable to enter resident's homes and do the required work at this time.

It was reported that the last of the paperwork has been done regarding reimbursement of 2019 flood expenses. The city is now just waiting to receive the money from IEMA.

The 2020 Motor Fuel Letting was held on August 24, 2020. W.L. Miller Company submitted the only bid for $19,244.90 to do the proposed street work. A motion was made by Olson, and 2nd by Northup to accept the bid from W.L. Miller Company in the amount of $19,244.90 to do the 2020 proposed street work. Gittings, McDowell, Northup, and Olson AYE.

Discussed a recommendation from W.L. Miller Company to use a different kind of bituminous material (seal coat) and seal coat aggregate (gravel). There would be no change in the cost of the bituminous material if we changed. The recommended seal coat aggregate cost $17 per ton more than the bid price. A motion was made by Northup, and 2nd by McDowell to approve a Change Order and use both the bituminous material and seal coat aggregate that has been recommended by W.L. Miller Company. Gittings, McDowell, Northup, and Olson AYE.

Discussed a resident that still has sand bags that need to be removed. Discussed weeds around town that need to be addressed.

Discussed the curb stands along Oak Street north of Third Street. This will be looked at and discussed more at the next meeting.

Discussed vehicles that have been speeding in town.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, McDowell, Northup, and Olson AYE.

The meeting was adjourned at 6:27 p.m.
