City of Dallas City City Council met Sept. 23.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on September 23, 2020, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Carole McDowell, Harold Northup Jr, and Greg Olson.

Others attending the meeting were Anne Thompson, Cathie Smith, and Gary Smith.

A motion was made by Olson, and 2nd by Gittings to accept the minutes of the September 9, 2020, meeting. Gittings, McDowell, Northup, and Olson AYE.

Discussed the fact that the city attorney has missed several meetings the past few months due to various reasons.

Commissioner Gittings has set-up Fall Clean-Up Days for October 9, 10, 11, and 12. The dumpsters will be located next to the recycling bin off of Sycamore Street.

Police Chief Gary Smith reported that the USDA informed him that there was some additional paperwork that needed to be completed before we can get the new police vehicle. He and the city clerk have done the additional paperwork, and the new vehicle is expected to be ready next week.

Per Mar has agreed to give the city 3 new monitors to use with the security system so that we don't have to use the DVD method.

Discussed cleaning up the sand and rock around the recycling bin.

The recently acquired backhoe has been picked up. The oil has been changed in it, and a new battery was installed.

Representatives from AmerenIllinois have looked at the garage at the city hall/police building. They have suggested installing a power pole. The city would have to purchase the pole, but AmerenIllinois would install it for no charge. They would then activate and deactivate the power to the pole whenever the city wants. The city would only have to pay an electric bill for it during the time that the power is active. Mayor Six will contact Richard Palmer to get his opinion regarding what would be the best thing for the city to do. A motion was made by Northup, and 2nd by Olson to authorize Mayor Six to pursue the cheapest and most efficient way to get power to the garage. Gittings, McDowell, Northup, and Olson AYE.

Discussed a teenager that needs to do some community service work. It was decided to pursue using this person to clean the old backhoe to get it ready to sell, as well as cleaning the city's other vehicles.

Discussed the tree removal at the city cemetery. It has been discovered that Dalton Maynard does not have the necessary liability insurance. Mayor Six has therefore informed Mr. Maynard not to do the work. He has been told to contact the mayor if he does obtain the necessary insurance later. If another tree service business gives the city an estimate, it will be discussed at a future meeting.

Discussed the porta potties at the boat docks. It was decided to have Durand's pick them up at the end of September.

Discussed the old Hagy's building, Enterprise building, and old city hall/fire station building on Oak Street. The Hancock County Economic Development Corporation is trying to help the city get a grant to help pay for the tearing down and removal of these buildings.

Discussed the fence located along the city lot where the water salesman is located. The adjacent property owners think that a portion of the fence could possibly be located on their property.

A motion was made by Northup, and 2nd by Olson to donate $150 to the Dallas City American Legion to help them offset the costs of serving hot dogs on Trick-Or-Treat night. Gittings, McDowell, Northup, and Olson AYE.

Discussed parking along Oak Street.

Commissioner Northup discussed the ordinance regarding the fee being charged for Non-Highway Vehicle Use permits. He proposed decreasing this yearly fee to $5. A motion was made by Northup, and 2nd by McDowell to amend Ordinance #647 and make the yearly fee for all Non-Highway Vehicle Use permits $5 effective January 1, 2021. Gittings, McDowell, Northup, and Olson AYE.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, McDowell, Northup, and Olson AYE.

The meeting was adjourned at 6:09 p.m.
