Hancock County Board Miscellaneous and County Health Committee met Dec. 15.

Here is the minutes provided by the committee:

The Miscellaneous and County Health Committee met in the County Board Room at 6:30pm. Members present were Janet Fleming, Chairwoman, Andrew Asbury, Pat Cramer, Tom Rodgers, Stephen Finney and Delbert Kreps, Chairman of the Board. Absent was Dennis Castlebury.

The members of the committee had to elect a Vice Chairman for this committee. A motion was made by Tom Rodgers to nominate Pat Cramer as Vice Chairman and was seconded by Andrew Asbury. All voted aye. Motion carried.

Janet reported that she is now on the County Health Board and did attend their meeting last week They are looking to get some vaccine in soon and will go to medical people first. Janet also stated that Amy didn't have anything to report and neither did Jack Coffman or Rachel Mast, States Attorney.

A discussion was held on what night and time we wanted to have the Miscellaneous and County Health Meetings, and a motion was made by Pat Cramer to continue having them on the second Tuesday following the First Monday of the month at 6:30pm. Andrew Asbury seconded the motion. All voted aye. Motion carried,

Jenny Meeks passed out reports on the EMS for the past month, on total runs and how the year ended for them, which was in the black. She also reported on a meeting she attended with the Dallas Rural Fire District Board members and felt really good when she left the meeting. She did explain to Andrew how we do the runs and how we are paid for them, and how we try to work with the other ambulances in the County. We are also working with the hospital on an agreement to use the hospitals equipment during Critical Care Transports, which will make the Hancock Co Ambulance eligible to train for transport of these types of patients, increasing our abilities to assist residents and our local hospital. She plans to send 5 of our Paramedics to CCT Tier 1 training in January.

The Contractual Write-offs this month are $30,807.09 and a motion was made by Tom Rodger to present this to the full board for approval. Pat Cramer seconded the motion. All voted aye. Motion carried.

A motion was made by Tom Rodgers to write off the Bad Debt of $14,071.16 and seconded by Stephen Finney. Roll Call: Fleming-aye, Rodgers, aye, Cramer, Nay, Finney, aye, Asbury, Aye. With one nay and four ayes, motion carried.

The members explained this Bad Debt to Andrew and discussed it at great length. Was decided since it does go on to a Collection Agency, it should be called something else.

A motion was made by Tom Rodgers to amend the previous motion on Bad Debts to say that $14,071.16 is being sent on to the Collection Agency for further collection efforts. Andrew Asbury seconded the motion. All voted aye. Motion carried.

Jenny stated that nothing further had been done on the two Grants and will try to get this looked into this month sometime.

Jan stated that she talked to Mike Wright and he did contact Mr. Gideon about doing the refurbishing the dog pound and looks like it will be January before he gets to it. Also, Mike is having Maggie Harrell the Administrator for the Animal Control come to the February meeting to discuss how her part plays into the Animal Control.

Delbert explained to the members about the tablets that he discussed with the Building and Grounds Committee and a motion was made to get these for the Board and the money will come from the Cures Act.

Thirty-four claims were reviewed for payment by the members. After reviewing a motion was made by Pat Cramer to present these claims to the full board for payment. Andrew Asbury seconded the motion. All voted aye. Motion carried.

Janet did state they were working on the Union Contract with the Ambulance and had a meeting yesterday. It does expire in February and hopefully they will have it settled by them.

Having nothing further to report a motion to recess was made by Pat Cramer until January 12, 2021 at 6:30pm. Andrew Asbury seconded the motion. All voted aye. Motion carried.
