Region 2 of Illinois moved into Tier 1 of mitigation measures, the Illinois Department of Public Health said.
In Tier 1, bars and restaurants can have indoor service, which must be limited to 25% of capacity, serve foods inside, limit reservations to two hours, WGEM reported. Tables are restricted to no more than four people and must close by 11 p.m. and open no earlier than 6 a.m.
Social gatherings can also occur but must be 25 or fewer people or 25% of the room's capacity.
Recreational activities can also resume but must follow all mitigation measures of the state's All Sport Guidelines. This means face coverings must always be worn, even while exercising.
Region 2 was able to move into Tier 1 because it met certain requirements, including a positivity rate below 8% for three consecutive days; 20% or greater ICU hospital beds were available for three consecutive days; and there was no sustained increase in the number of COVID-19 patients in the hospital for seven of 10 days, WGEM reported.
