City of Dallas City City Council Met Dec. 9.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson. Lila Gittings was absent.

Others attending the meeting were Anne Thompson, Doris Harman, Tammi Kaminski, Deanna Ferrill, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the November 11, 2020, meeting. McDowell, Northup, and Olson AYE. Gittings ABSENT.

Due to the November 25, 2020, meeting being cancelled due to the COVID-19 virus, there were no minutes to be accepted for that date.

A motion was made by Olson, and 2nd by McDowell to pay bills. McDowell, Northup, and Olson AYE. Gittings ABSENT.

Anne Thompson asked if there was any way to get the windows boarded up at the old high school. Mayor Six will contact the realtor and let them know that there are several windows that have been broken and that need to be addressed.

Doris Harman discussed a resident that is allowing children to operate a dune buggy on West Fourth Street. The police chief will contact this resident to get it stopped.

Tammi Kaminski asked about the bids for cleaning up the area along the river across from the city hall building. The city clerk reported that bids were to be opened tonight, but that there were no bids received.

Deanna Ferrill requested that the council consider making a donation to the Christmas For Kids for their Toys for Tots drive. A motion was made by Northup, and 2nd by Olson to donate $400 to the Christmas For Kids. McDowell, Northup, and Olson AYE. Gittings ABSENT.

Police Chief Gary Smith gave his report for the month of November. The new tires have been installed on the 2017 Explorer. The police department participated with the Hancock County Sheriff's Department for the “Stuff the Squad” event at the Dollar General Store. The items that were donated will be distributed to children within Hancock County. Chief Smith reported that the Hancock County Gun Club has a new policy that requires the police department to reserve dates to use their range. He has submitted the dates to the gun club that he would like to have reserved for our police officers. Due to the availability of ammunition, he will be placing an order for ammunition with the current state bid holder and hopes that it will be delivered by this Spring.

Mayor Six reported that the city engineer, Chris Classen, and himself have had the WebEx meeting with the IEPA regarding the violations that the city was guilty of. The IEPA is satisfied with what the city has done to correct these violations and no fines will be accessed to the city.

Project Santa gifts are going to be given out this Saturday morning at the city hall beginning at 9 a.m.

Discussed running ads and taking bids for the city's old backhoe and old police pickup truck. It was decided to run ads in the local papers and open bids at the January 27, 2021, city council meeting.

Discussed the new water main extensions that Laverdiere Construction recently installed for the city along Poplar Street, Birch Street, and East Second Street west of Chestnut Street. Laverdiere Construction's original estimate was for 3 or 4 days at $4,200 per day. However, due to some unforeseen circumstances that were discovered after they started digging, the job ended up taking them 5 days to complete. A motion was made by Olson, and 2nd by McDowell to pay Laverdiere Construction for 5 days of work at $4,200 per day. McDowell, Northup, and Olson AYE. Gittings ABSENT.

Discussed residents that have miniture horses, donkeys, and chickens. There have not been any complaints from other residents so far, but the council feels that there might be a need to review the current ordinance regarding livestock within the city limits to see if any changes might need to be made.

Discussed the city hall/police station building. There is a hole along the west side of the building. It was decided to have the city's maintenance employee check on this to see if there is some kind of problem that needs to be addressed.

Discussed giving a Christmas bonus to the city's employees. A motion was made by Olson, and 2nd by Northup to give a $150 bonus to full-time employees, a $100 bonus to part-time employees, and to pay the employee's share of IMRF, social security, and medicare withholding. McDowell, Northup, and OlsonAYE. GittingsABSENT.

A motion was made by McDowell, and 2nd by Northup to donate $750 to the Grace Bible Church Food Pantry. McDowell, Northup, and Olson AYE.

A motion was made by Olson, and 2nd by Northup to donate $300 to the LaMoine Valley A.B.A.T.E. Project Santa. McDowell, Northup, and Olson AYE. Gittings ABSENT.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Northup, and Olson AYE. Gittings ABSENT.

The meeting was adjourned at 5:44 p.m.
