City of Dallas City City Council met Jan. 13.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr, and Greg Olson. Lila Gittings was absent.
Others attending the meeting were Anne Thompson, Gary Smith, and Maria Wallace.
A motion was made by Olson, and 2nd by McDowell to accept the minutes of the December 23, 2020, meeting. McDowell, Northup, and Olson AYE. Gittings ABSENT.

Anne Thompson asked if the owner of the old high school building has been contacted regarding the broken windows in the building. Mayor Six has contacted the realtor and was told that they would contact the owner. The city attorney will also attempt to contact the property owner.
Police Chief Gary Smith gave his report for the month of December. Due to the shelf breaking that the DVR and monitor are located on at the old bus barn building, Per Mar has been contacted to come and check the equipment to see if any repairs are needed. Chief Smith reported that instead of attending the
FEMA/NIMS 300 and 400 training class in February, he is going to attend the NIBRS training that is taking place March 1-2 in Moline. He requested that the city pay for his hotel room for two nights. The council agreed to do this. He also reported that all of the Starcom radios have been programmed with Henderson County and our police department is now monitoring directly with the Henderson County Dispatch. The police department issued 57 non-highway vehicle permits in 2020.
Discussed purchasing a new table and chairs for the city hall. This will be discussed more at the next meeting.
Commissioner McDowell discussed a resident that moved in August 2020 and feels that she is getting a water bill that she should not be getting. The city clerk informed the council that the bill that the former resident is receiving is the final bill, plus penalties, that the resident has never paid.
The city clerk informed the council that he has taken some of the excess funds in the Water Account and purchased CD's for the city.
Mariah Wallace discussed the proposed billing structure for Capps, Ancelet, Icenogle, and Wallace for their services as the city's attorney. This will be discussed more at the next meeting.
Mayor Six reported that he has received information regarding possible buy-outs for property owners whose property is located in the flood plain within the city.
Discussed funds that are available from the Brownsfield Network regarding the demolition of the buildings at 380, 386, and 396 Oak Street. The city attorney is still working on getting the necessary items that need to be completed done. It appears that liens on two of the properties are the main hold up. Also discussed what needs to be done in order to possibly get Brownsfield Network funds to tear down the old high school.
The city attorney reported that the owner of the property at 57 East Fourth Street has hired an attorney to fight the city regarding the tearing down of the building on this property. She also clarified the Fireworks Ordinance that was passed in November.
A motion was made by McDowell, and 2nd by Northup to approve Ordinance #661, An Ordinance Regulating Open Containers In Public Spaces. McDowell, Northup, and Olson AYE. Gittings ABSENT.
A motion was made by Olson, and 2nd by McDowell to approve Ordinance #662, An Ordiance Regarding Animal Excrement Within City Limits. McDowell, Northup, and Olson AYE. Gittings ABSENT.
Discussed making an ordinance regarding the care of feral cats within the city limits. After discussion, it was decided to not pursue this ordinance any further at this time.
Discussed changing engineering firms for the city's motor fuel tax work. This will be discussed more at the next meeting.
Discussed compensating city employees and council members for time and meetings missed due to the COVID-19 virus. The city attorney will draw up a resolution for the council to consider at the next meeting.
Discussed street lights that need replaced. Chief Smith will contact AmerenIllinois and report these to them.
Discussed the ambulance service in Dallas City. The city attorney will check on this.
