City of Dallas City City Council Met Jan. 27.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson. Lila Gittings was absent.
Others attending the meeting were Anne Thompson, Eric Rhodes, Chris Classen, Doug Erickson, Stefanie Fenimore, and Gary Smith.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the January 13, 2021, meeting. McDowell, Northup, and Olson AYE. Gittings ABSENT.
Chris Classen discussed the air compressor that needs to be repaired or replaced on a sewer pump. He originally thought that a two stage compressor would be the best type to get, but after doing some research, he was able to find a single stage one that he feels will do the job adequately. It is a Quincy Single-Stage Air Compressor from Northern Tool, and the cost is $799.99 with free shipping. The cost to repair the current compressor is approximately $600. A motion was made by Northup, and 2nd by McDowell to purchase a Quincy Single-Stage Air Compressor from Northern Tool for $799.99. McDowell, Northup, and Olson AYE. Gittings ABSENT.
Doug Erickson and Stefanie Fenimore discussed having Benton & Associates become the city's engineer for Motor Fuel Tax work. This is currently done by Poepping, Stone, Bach & Associates. Doug and Stefanie discussed how the Motor Fuel Tax actually ties in with the other engineering work that Benton & Associates does for the city. They also discussed how the fees that an engineering firm can charge for Motor Fuel Tax work is set by the State of Illinois. A motion was made by Northup, and 2nd by Olson to switch the engineering services for the city's Motor Fuel Tax work from Poepping, Stone, Bach & Associates to Benton & Associates beginning with the 2021 Motor Fuel Tax Year. McDowell, Northup, and Olson AYE. Gittings ABSENT.
Mr. Erickson also reported that all of the violations with the Illinois EPA, except the Facility Plan, have been taken care of and approved by the Illinois EPA. He is working on the Facility Plan.
Mayor Six discussed the Buy-Out Grant for certain properties along the river. He is working with the city attorney to get the necessary paper work done.
Discussed compensation for the city employees and council members for time and meetings missed due to the COVID-19 virus. The city attorney is working on a resolution for this.
Opened bids for the sale of the city's 2013 Dodge Ram Pickup. The following bids were received:

Discussed cemetery mowing. Nicholas Hellyer has indicated that he would like to mow the cemetery again this year. It was decided to get a bid from Mr. Hellyer and then decide at the next meeting whether to run an ad or not.
It was reported that the city attorney is working on an ordinance violation regarding the old Legion Hall building.
Police Chief Gary Smith reported that the New Law Enforcement Restructure Legislation was recently passed by the Illinois Legislature and is waiting for the governor to sign. If signed into law, one thing that will be required is body cameras for each police officer.
