City of Dallas City City Council Met Feb. 10.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell and Greg Olson. Lila Gittings and Harold Northup Jr. were absent.

Others attending the meeting were Anne Thompson, Angel Kraft, Chris Classen, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the January 27, 2021, meeting. McDowell, Olson, and Six AYE. Gittings and Northup ABSENT.

A motion was made by Olson, and 2nd by McDowell to pay bills. McDowell, Olson, and Six AYE. Gittings and Northup ABSENT.

Anne Thompson discussed animals running at large and residents walking their dogs in town without leashes.

Angel Kraft asked that the council talk to the city employee about not pushing the snow into her yard when he plows the streets. The council will discuss this with the city employee and ask him to stop doing this.

Chris Classen reported that the air compressor has not arrived yet. It should be here sometime this week. He is ready to install it as soon as it arrives. He discussed a problem with residents flushing wipes down their stools and into the sewer system.

The city has been informed by the Henderson County Highway Department that we are not going to be able to purchase any more salt/sand for our streets from them this season.

Discussed a problem with people taking salt/sand from the city's stock pile. Police Chief Gary Smith gave his report for the month of January.

The mayor and city clerk have been speaking to FEMA and IEMA Coordinators regarding a possible buyout for property owners whose property is located in a flood plain area. They are working on gathering the required information and getting the necessary paperwork done for this.

The city clerk reported that the city's DCEO CURE Grant application has been approved and submitted to the Illinois Comptroller's Office for payment of $38,984 to the city.

Discussed parking along Oak Street north of Third Street and making a parking time limit for this area. Also discussed making a Snow Route for this area when snow needs to be plowed off of the street. Discussed possibly making the city's vacant lot on the west side of Oak Street a parking lot.

Discussed activity that has been taking place around the old high school building.

Discussed compensating the city clerk for the extra work that has had to be done for the DCEO CURE Grant and the possible flood buyout. A motion was made by McDowell, and 2nd by Olson to give the city clerk a $350 bonus as compensation for the DCEO CURE Grant and flood buyout work that he has done. McDowell, Olson, and Six AYE. Gittings and Northup ABSENT.

Discussed the mowing of the city cemetery in 2021. Nicholas Hellyer has indicated that he would be interested in doing the mowing again in 2021 for $325 per mowing. A motion was made by Olson, and 2nd by McDowell to hire Nicholas Hellyer to mow the city cemetery for $325 per mowing in 2021. McDowell, Olson, and Six AYE. Gittings and Northup ABSENT.

A motion was made by Olson, and 2nd by McDowell to adjourn the meeting. McDowell, Olson, and Six AYE. Gittings and Northup ABSENT.

The meeting was adjourned at 5:58 p.m.
