City of Dallas City City Council Met Feb. 24.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson. Lila Gittings was absent.

Others attending the meeting were Anne Thompson, Michelle Gold, Tammi Kaminski, Chris Classen, Kenny Foster, and Mariah Wallace.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the February 10, 2021, meeting. McDowell, Olson, and Six AYE. Northup ABSTAINED. Gittings ABSENT.

Michelle Gold and Tammi Kaminski appeared on behalf of the Dallas City Celebration Committee. They are planning on holding this years celebration on July 23-25. They asked for the city to apply for a Special Event liquor license with the State of Illinois for the celebration. The council agreed to do this, and the city clerk will apply for the license. They also asked if they could use the city's credit card to purchase some tables and tiki oil and then reimburse the city for these expenses. The council has no problem with doing this. They asked if the electrical service outside of the city hall would be available for them to use during the celebration. Ameren Illinois is suppose to be installing a pole for the electrical box when the weather improves.

Chris Classen reported that the air compressor has arrived, and he is going to be working on getting it hooked up this week. There was a water main break last week, and MBS Construction had to be called in with their skid loader and concrete breaker so that the city employees could get to the break and fix it. He also reported that there appears to be another water leak somewhere in town, and he is working on trying to find it so that it can be fixed.

The mayor reported on the possible FEMA buyout of properties in the flood plain. The city clerk is working on getting the necessary paperwork done.

The city attorney discussed nuissance ordinance violations in town. She would like for the council to consider updating the city's current nuissance ordinance so that if a violator of the ordinance fails to follow thru on a citation, the city would take care of the problem and then place a lien on the property for the expense of doing it. The city attorney will draw up an ordinance for the council to consider.

Discussed the electric pole and breaker panel that are going to be installed at the city hall and the items that need to be purchased. Mayor Six will contact Ameren Illinois to see if they can tell him what exactly is going to be needed.

Discussed the old Hagy's buildings and the old Legion Hall building. The city attorney has filed papers regarding the old Hagy's buildings.

Discussed the snow removal on Oak Street north of Third Street and possibly making an ordinance that would require vehicle owners to move their vehicles from this area so that the city employee can remove the snow off of Oak Street better.

Discussed making a referendum for the compensation of time and meetings missed due to the Covid-19 virus. The city attorney will draw this up for the council to consider at the next meeting.

Discussed if Commissioner Gittings will need to be replaced since she has not been able to attend the last several meeting due to her health. Since there is still a very good chance that she will be able to start attending the meetings again when her health improves, the city is not required to do anything at this time.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Northup, and Olson AYE. Gittings ABSENT.

The meeting was adjourned at 5:54 p.m.
