Jacksonville City Council Met Feb. 22.

Here is the minutes provided by the council:

The City Council will be following the guidance set forth in the State of Illinois’ Restore Illinois Phase 4 for meetings and events. The City Council meetings will be available to members of the public via in-person (with social distancing in place and limited seating available) or by teleconference.

Mayor Andy Ezard called the Jacksonville City Council Meeting to order at 6:23 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams, Mike Bartlett, Don Cook, Jeff Hopkins, Jeff Lonergan, Lori Large Oldenettel, Aaron Scott, Mike Wankel, Steve Warmowski, Eren Williams; Mayor Andy Ezard; Assistant City Attorney Tom Veith; City Clerk Skip Bradshaw. A quorum was declared.

MINUTES: Motion was made by Hopkins, seconded by Scott, to approve the February 8, 2021 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: CC Bradshaw had three communications to discuss. *All requests were approved.

♦ Donna Stare is seeking permission to use several baseball diamonds at Community Park on Saturday, June 19th from 9:00 a.m. to 4:00 p.m. for the Jacksonville Vintage Cup – a baseball tournament using baseball rules from 1869 and wearing vintage uniforms. Supt. Adam Fletcher has no issues with the request.

♦ Whisk Me Away Bakery is seeking permission to use Community Park near the ferris wheel, possibly May 1st, from 11:00 a.m. to 2:00 p.m. for a spring bakery event to help promote their business. Supt. Adam Fletcher has no issues with the request.

♦ The Jacksonville Public Schools Foundation has submitted a raffle license application with an aggregate retail value of all prizes to be awarded of $14,000.00. An insurance bond in the amount of $17,000 has been received.

CLAIMS: No discussion.

MAYOR’S REPORT:

1. Resolution confirming reappointment of Dan Kindred to the Jacksonville Airport Authority, term expires March 9, 2026. Motion was made by Oldenettel, seconded by Lonergan, to accept the resolution. Asst. CA Veith read the resolution as proposed.

2021-R-018 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution CONFIRMING MAYOR’S REAPPOINTMENT OF DAN KINDRED TO THE BOARD OF COMMISSIONERS OF THE JACKSONVILLE AIRPORT AUTHORITY (Term expires March 9, 2026), is hereby approved.

Mayor Ezard asked for a voice vote. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:

1. First reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-64; Location, change of location, limitations on number issued – increase Class A, AA, B, BB, C, CC, Club and Bowling Alley licenses by two, total 47 (Hayes Wineries, LLC) and (Elizabeth Carney Lynch dba Cork & Crown) and increase Class D, DD, E, EE, and BH licenses by one, total 16 (Hayes Properties, LLC dba McClelland Hall). Motion was made by Cook, seconded by Hopkins, to accept the first reading of the ordinance. Asst. CA Veith read the ordinance as proposed.

2021-O-007 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF

1. City Treasurer’s Report – January 31, 2021. City Treasurer Ron Smiljanich’s report for January 31, 2021, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

Motion was made by Cook, seconded by Oldenettel, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL:

1. Resolution adopting the 2021 Operating Budget. Motion was made by Cook, seconded by Wankel, to accept the resolution. Asst. CA Veith read the resolution as proposed.

2021-R-017 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution ADOPTING THE 2021 OPERATING BUDGET FOR THE CITY OF JACKSONVILLE, MORGAN COUNTY, ILLINOIS – (Total budget amount is $13,982,295), is hereby approved.

Mayor Ezard asked for discussion. Ald. Adams thanked Administration for adjusting the budget to include funding for Parks Maintenance and Parks Supplies.

Motion carried 10-0.

2. Second Reading of an Ordinance making appropriations for corporate purposes for fiscal year 2021 for the City of Jacksonville, Morgan County, Illinois. Motion was made by Cook, seconded by Bartlett, to accept the second reading of the ordinance. Asst. CA Veith read the ordinance as proposed.

2021-O-002 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance MAKING APPROPRIATIONS FOR CORPORATE PURPOSES FOR FISCAL YEAR 2021 FOR THE CITY OF JACKSONVILLE, MORGAN COUNTY, ILLINOIS (January 1, 2021 through December 31, 2021 – Total appropriations budget amount is $43,867,787.72), is hereby approved.

2021-O-003 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 459 & 511 HARDIN AND 504, 520 & 536 SOUTH CLAY FROM PUBLIC TO R-5 (Multiple-Family Dwelling District), is hereby approved.

2021-O-006 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 428 & 438 EAST COLLEGE FROM PUBLIC TO B-4 (General Business District) WITH SPECIAL USE, is hereby approved.

OLD BUSINESS:

Ald. Adams feels that approving the annual budget prior to approving the annual tax levy ordinance would be more appropriate in figuring out the proper property tax levy to impose each year. CC Bradshaw agrees but due to the timing of when the tax levy ordinance must be passed, and when the budget must be past, that scenario would not work. The tax levy is to be passed by the last Tuesday in December, and the budget is to be passed by the end of the first quarter of the following year. CC Bradshaw noted that he provides a preliminary budget in December that could be used to determine the appropriate tax levy.

Ald. Warmowski suggested making the video link to the Council meetings easier to locate on the City’s website, especially for mobile phone users.

NEW BUSINESS:

Ald. Adams still feels that offering tiny homes for homeless veterans is extremely important. He would like the City to work with the Built for Zero program, a movement to end homelessness across communities. Ald. Adams has been working with the director of the program in Rockford to gain a better understanding on how the program works and how best to implement the program in Jacksonville.

Mayor Ezard thanked Street Dept. Supt. Les Ballenger and his staff for their efforts to clear the roads of snow and ice after the recent storm in order to make the roads drivable throughout Jacksonville.

Mayor Ezard also thanked the Utility/Water Department for their efforts during the winter months to ensure the water mains don’t freeze and/or break but remain intact.

Mayor Ezard noted that HB 3653 that was passed by Governor Pritzker today may create some problems and a heavy burden on our law enforcement. More information to come.

Ald. Scott advised that he has been contacted by a few restaurants in the area asking the City to consider lowering the serving age limit to 18 from 19 because they are having a difficult time with staffing. Mayor Ezard advised that he has also received similar requests and noted that there will be an ordinance amendment mirroring the State of Illinois’ guidelines for restaurant workers on the agenda for approval at the next meeting.

ADJOURNMENT: With no further discussion motion was made by Cook, seconded by Hopkins, to adjourn the meeting at 6:45 p.m.
