City of Barry City Council Met April 5.
Here is the minutes provided by the council:
Mayor Rennecker called the regular monthly meeting to order which was held at the Virginia Redman Community Center. All elected officials were present. Mayor Rennecker led all present in the Pledge of Allegiance.
Steve Schultz made a motion to approve the minutes from the March meeting and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Bridget Cramsey made a motion to approve payment of the bills and Bob Dieker seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Mayor Rennecker gave the police report. He said that Officer Ryan Rouse has been designated as the new liaison for the City of Barry by the Pike County Sheriff Department. Jeff Hogge said some people have approached him about people speeding coming into town at Rodgers and Grand, Chauncey Street on week-ends and Pratt Street going east out of town.
Jeff Hogge gave the Code Enforcement report. He reported several unlicensed vehicles violations have been taken care of.
Robert Snyder gave the Public Works Director report. He stated they have been patching streets and cleaning out ditches and removed a tree. They checked on a trouble spot with the sewer by Tom Hoyt’s house and read water meters. We got a quote from Outdoor Power in Quincy for Polaris 4 wheeler and also changed some old water meters. We are going to flush hydrants around April 26th after City wide clean-up and then get the pool ready for the season.
Mayor Rennecker said we will plant a tree for Arbor Day on Friday, April 30, 2021 at the Pool Park.
Jeff Hogge gave the City Administrator’s report. He attended several meetings and has been working with IPRF on workman’s comp trying to get our rates corrected. Have been talking with Attorney Dan Beard on workman’s comp, the insurance is trying to put everything in streets and nothing in sewer. The streets are the highest category for workman’s comp. HE also renewed GATA recertification for the city. He also ordered porta - potties for the Pool Park and YMCA ball diamond for the summer months. Jeff stated we have two bids on the water tower and for power washing. Marynel Corton gave the Tif Committee report that was held on March 22, 2021. Those attending were: Marynel Corton, Steve Schultz, Bob Dieker, Shawn Rennecker and Jeff Hogge. She said they discussed hiring someone to keep the downtown area clean of trash, weeds, and painting the curbs and planting flowers. The committee also discussed putting $30,000 for demolition and making an extra payment on the water tower loan. A new item in the Tif budget this year is the Interior Rehab Program. This is in addition to the façade program. The Committee is proposing putting $25,000 into this program and it is for materials only. The labor must be paid by the business owner or do the work their selves.
Mayor Rennecker discussed the Downtown Interior Rehab Program. He said people have asked if anything could be done to the inside of buildings. This would be a grant for $25,000 and on going through out the year and for materials only, Bob Dieker thought it is a good idea and made a motion to get it started and Bridget Cramsey seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent to approve the Interior Rehab Program. Mayor Rennecker and Council discussed hiring a manager and life guards for the pool for upcoming season. The pool was closed for the 2020 season because of Covid restrictions. They discussed the current Phase 4 guidelines from IDPH and that they will be followed. Mayor Rennecker said we can open to a 50% capacity. Bridget Cramsey made a motion to hire Maggie Marable to be manager at the Barry pool, she has had experience and Bob Dieker seconded the motion. Motion carried with 6, ayes, 0 nays and 0 absent.
Mayor Rennecker said we always paid back 50% for lifeguard certification if they stayed through the end of season. The Council discussed paying 100 % of fees for lifeguard certifications this year – half of the fee upfront and the other half at end of season. Steve Schultz said we pay 50% up front and pay 50% when the season is over as long as they stay. Marynel Corton made a motion to approve the 50/50 reimbursement to lifeguards and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Council discussed the two bids for inspection and power of the water tower at LaFayette Park. Bids have been received from Midco Diving and Ozark Applicators. Midco Diving was $11,450 and Ozark Applicators was$11,500. Bruce Kendall made motion to go with Midco Diving; he said they have done good in the past. Jeff said he knows when Ozark Applicators can come but not sure when Midco could be here. Max Middendorf said for him to reach back out to Midco and ask if they drain the tank and when they could be here. Bruce rescinded his motion until we find out what is going on. This is tabled to next meeting.
Robert Snyder said we have a bid on 2021 Polaris 4-wheeler from Outdoor Power for $5974. He said it would be nice to get a blade for it. We used a borrowed one on ball field and sewer. Scott Harris asked if we could get a blade and other attachments there. Scott Harris made a motion to purchase the 4 wheeler and Bob Dieker seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to purchase the Polaris 4 wheeler. Mayor Rennecker said we have a request from the Barry Apple Festival. Their theme this year is “Christmas Time in Barry”. They asked if we could put Christmas Decorations up for the festival. Steve Schultz said he doesn’t think the City crew will have time with everything else going on and Scott Harris said they need to work more on the businesses. Council agreed not to do this.
Mayor Rennecker said we have a graduation request from Western School. They asked if they could use the stage that is used at the Barry Apple Festival because they want to have graduation outdoors on the ball diamond. The stage was build for the street where it is placed and would not be level on ground. Robert Snyder said it is extremely heavy. Council denied the request and said maybe they can rent a stage somewhere. David Camphouse is the new Chamber of Commerce Executive Director. He said he was in New Canton for Easter Egg Hunt and is dedicated in getting out to all communities.
Bob Dieker asked about setbacks. He stated his book has 15 ft. front, 10 ft. side and 10 ft in back and Melvin had 30 ft in front and 10 on side and back.
Bridget Cramsey made a motion to adjourn and Bob Dieker seconded the motion. Meeting adjourned at 8:25 p.m.
