City of Pittsfield City Council met April 6

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held at the City Hall Council Room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Ann Moffit, Aldermen Bill Grimsley, Kevin Ketchum, Paul Lennon, Robert Ritchart, Beth White, Robert Wilson, Kevin Wombles, and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the March 16, 2021 Council meeting as amended. Alderman Ritchart seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, Wombles, White, Wilson, Wood (8)

Nay: None (0)

Present: None (0)

The motion carried.

Alderman Ritchart moved to accept the Public Safety Committee’s recommendation to allow the Fire Department to purchase a new compressor in the amount of $29,210.39 with the Brick Fund. Alderman Ketchum seconded the motion.

Nay: None (0)

Alderman Ketchum moved to allow Mayor Hayden to approve the temporary alley closure for Mississippi Valley Church Camp’s fundraiser on April 11, 2021 up receiving details of the event. Alderwoman White seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1674, An Ordinance Declaring Surplus Revenue in the Pittsfield TIF District I Special Tax Allocation Fund & Authorizing payment of that surplus revenue to the Pike County Treasurer for Distribution to affected taxing districts on a pro rata basis.

Alderman Wilson seconded the motion.

The motion carried.

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1674, An Ordinance Declaring Surplus Revenue in the Pittsfield TIF District I Special Tax Allocation Fund & Authorizing payment of that surplus revenue to the Pike County Treasurer for Distribution to affected taxing districts on a pro rata basis.

Alderman Wilson seconded the motion.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Lennon seconded the motion.

Mayor Hayden stated that the Campground should be open this Friday, April 9, which is a week sooner than anticipated.

A Finance Committee Meeting is scheduled for Thursday, April 8 at 8:00 and a Street and Alley Committee Meeting is scheduled for April 8 at 8:30.

Mayor shared that pads had been purchased for under the swings at the campground to avoid holes and mud puddles under the swings. An anonymous donor has offered to purchase 2x2 pads that will cover the entire swing area at Lowry Park.

The exterior wall tuckpointing has been completed at Serenity Day Spa. Mr. Petty now needs to complete installing the flange and the entire wall will need to be sealed.

Alderman Ketchum stated that there appeared to be a decent amount of people trout fishing over the weekend. Blake Ruebush has mentioned the possibility of a kid’s event later in the summer at the lake.

Alderman Wombles confirmed that the City Wide Clean-up is April 17 – April 24.

Ed Knight updated the council on the terms that customers have chosen for the excess gas rate.

Ed Knight also stated that the Boat Ramp Grant that we had applied for has been denied. There is tree money that will be used for repair to one of the Boat Ramps.

We received an update from IML on possible Covid 19 relief funding, however, the guidelines are strict, and there maybe funding that could be used for water or sewer upgrades.

Alderman Wombles stated that Reese Construction would like to being the roto mill process on Highway 54 within the next two weeks. They would like to have the project completed by May 1, 2021.

Alderwoman White moved to adjourn this meeting at 6:24 p.m.
