City of Dallas City City Council met April 14

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Ann Miller, Doug Erickson, and Gary Smith.
A motion was made by Olson, and 2nd by Northup to accept the minutes of the March 24, 2021, meeting. McDowell, Northup, and Olson AYE.

Ann Miller appeared on behalf of her son, Matt Miller. He would like to make some changes to his property at 290 Oak Street, including tearing out a portion of the sidewalk along the southeast corner of his property so that he can install a garage door . He would then replace the sidewalk with a sloping one that would be handicapped accessible. The council recommended that Mr. Miller first contact the Illinois Department of Transportation since these changes to his property that he would like to make are adjacent to a state highway, and they would have to approve it.
Doug Erickson discussed the Motor Fuel yearly streets project. It was decided to have the mayor and street employee ride along with the engineer to see which streets need to be addressed this year. Mr. Erickson also reported that his response to the IEPA regarding the violations and being in compliance with the Facility Plan will be completed by the April 30 due date.
Police Chief Gary Smith gave his report for the month of March. The Law Enforcement Departments in Hancock County have formed a Fraternal Order of Police Lodge for the police officers of Hancock County. The Henderson County police officers have been invited to join also. Among the benefits, there is a Legal Coverage for Civil and Criminal Defense for $68 per year, per officer. Chief Smith asked the council if they would be willing to pay this $68 per year fee for the city's police officers. The brakes on the 2017 Explorer have been replaced. The Police Department will have to have body cameras in use by January 1, 2025. Chief Smith is looking into purchasing and lease options for these body cameras. The state currently does not have any kind of grant options available for this mandate.
It has been recommended that rain gutters be installed on the garage at city hall to channel the water away from the garage entrance. Discussed pouring a concrete floor in the garage. It was decided to run an ad and get bids for doing this.
Chief Smith informed the council that one of our police officers has been on quarantine due to possible exposure to Covid-19. Discussed paying the officer for the days that have been missed due to the quarantine. The council decided to pay the officer for the days that are missed due to being quarantined.
Discussed the request from the last meeting regarding a street light on East First Street. The council has looked at this location and doesn't feel that there is a need for a street light.
Discussed the old Hagy's building and the old Legion Hall. The city attorney is working on these but is waiting for the court system to act on them.
Discussed some other buildings in town that need to be addressed.
Discussed filling the vacancy on the council created by the death of Commissioner Gittings. Mayor Six nominated Peggy Newberry to fill this position. After discussion, a motion was made by Olson, and 2nd by Northup to appoint Peggy Newberry to fill the remainder of Commissioner Lila Gittings' term. McDowell, Northup, and Olson AYE.
Discussed the boat docks and getting them repaired before it is time to put them in. Discussed the trees in the cemetery that need to be removed. Discussed unlicensed trailers that are being parked along Oak Street. The city has received a letter from Jackson Disposal stating that as of May 1, 2021, they will no longer be servicing the city's recycling bin. They would put an 8 yard dumpster in its place and empty it once per week for $150 per month. The council decided not to do the 8 yard dumpster. Discussed proposal from Land & Water Vegetation Control for the spraying of weeds and other vegetation control around city property. The proposed cost for around the city cemetery fences, along Oak Street, along the guard rails west of the old high school, around the bridges on First Street, and around the city's maintenance buildings is $465. The proposed cost to perform vegetation control to the rip rap at the sewer lagoon is $365. A motion was made by Northup, and 2nd by McDowell to accept both proposals from Land & Water Vegetation Control for a total of $830. McDowell, Northup, and Olson AYE.
