City of Jacksonville City Council met April 12.

Here is the minutes provided by the council:

The Jacksonville City Council Meeting was called to order at 6:14 p.m. by Mayor Andy Ezard. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams, Mike Bartlett, Don Cook, Jeff Hopkins, Jeff Lonergan, Lori Large Oldenettel, Aaron Scott, Mike Wankel, Steve Warmowski, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. A quorum was declared.

MINUTES: Ald. Warmowski asked to amend the March 22, 2021 Minutes by adding language to the Communication as follows: to approve this request as voiced by Mayor Ezard “to approve the race April 29th”. Motion was made by Wankel, seconded by Bartlett, to approve the March 22, 2021 Minutes as amended. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: CC Bradshaw had one communication to discuss. **This request was approved.

♦ Dennis Schumacher is seeking permission to close Edgehill Road between Lincoln Avenue and Park Street on Saturday, May 1, 2021 between 12:00 p.m. and 11:00 p.m. for their annual block party, subject to change due to COVID-19 restrictions at that time.

CLAIMS: Motion was made by Lonergan, seconded by Oldenettel, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT:

1. Appointment of Greg Olson to the Heritage Cultural Center Board, term expires January 1, 2023. Motion was made by Wankel, seconded by Cook, to accept the Mayor’s appointment. By voice vote, motion carried.

2. Appointment of Vicky Scott to the Board of Managers Jacksonville Cemeteries, term expires January 1, 2025. Motion was made by Williams, seconded by Lonergan, to accept the Mayor’s appointment. By voice vote, motion carried.

3. Reappointment of Brian Nyberg to the Jacksonville Policemen’s Pension Fund Board of Trustees, term expires May 1, 2023. Motion was made by Scott, seconded by Oldenettel, to accept the Mayor’s reappointment. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:

1. Second reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-64; Location, change of location, limitations on number issued – increase Class D, DD, E, EE and BH licenses by one, total

17. (Muggsy’s Inc., dba Schiraz) Motion was made by Hopkins, seconded by Bartlett, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-009 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF

LOCATION; LIMITATIONS ON NUMBER ISSUED (Increase Class D, DD, E, EE and BH licenses by one, total 17), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion was made by Scott, seconded by Williams, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-011 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 6 BUILDINGS AND BUILDING REGULATIONS, ARTICLE III ELECTRICAL CODE, DIVISION 2 PERMIT AND INSPECTION, SEC. 6-67 ADOPTION OF NATIONAL ELECTRICAL CODE; OTHER STANDARDS, is hereby approved.

First reading of an ordinance amending Chapter 25 Traffic and Vehicles, Article XIV Regulation and Operation of Neighborhood Golf Carts and UTV Vehicles upon City Streets, Section 25-377 Permits Required. Motion was made by Scott, seconded by Lonergan, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-012 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 25 TRAFFIC AND VEHICLES, ARTICLE XIV REGULATION AND OPERATION OF NEIGHBORHOOD GOLF CARTS AND UTV VEHICLES UPON CITY STREETS, SEC. 25-377 PERMITS REQUIRED – (Amending the term to January 1-December 31; pro-rating the fee to $50 when permit is issued after June 30; creating reciprocity between the City of Jacksonville and other jurisdictions provided the other jurisdictions recognize and grant reciprocity to permits issued by the City of Jacksonville), is hereby approved.

Mayor Ezard asked for discussion. Ald. Warmowski inquired as to whether or not the City has been issuing permits to only City residents. CC Bradshaw advised that that is one of the reasons for this amendment and noted that the City will only issue permits to City residents and South Jacksonville will only issue to South Jacksonville residents. The City issued approximately 50 permits in 2020, but has purchased 70 permits for 2021 in anticipation of more residents taking advantage of this agreement. With regard to the County, residents south of Jacksonville will purchase their permit from South Jacksonville, and residents north of Jacksonville will purchase their permit from the City of Jacksonville.

OLD BUSINESS:

Ald. Adams thanked the Mayor’s office for sending a request for additional lighting in areas throughout Jacksonville. He also asked that any officer patrolling in the evening report street light outages to the dispatch center for reporting to Ameren.

NEW BUSINESS:

Ald. Adams recently volunteered at the Homeless Shelter and asked that the City looks for opportunities to help those in need during the summer months when the shelter is closed. He again suggested looking into tiny homes for this purpose. Mayor Ezard noted that New Directions has been discussing this issue. Alan Bradish will also address the Council at the next meeting to thank them for their support and to provide an update on how the shelter performed through the past winter.

Mayor Ezard advised that due to a scheduling conflict the next City Council meeting is being moved to Tuesday, April 27th. The new Council members will be sworn in during this session.

ADJOURNMENT: With no further discussion motion was made by Hopkins, seconded by Oldenettel, to adjourn into Executive Session at 6:32 p.m. to discuss Collective Bargaining and the Sale of Real Estate.
