City of Pittsfield City Council Met April 20.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held at the City Hall Council Room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Ann Moffit, Aldermen Bill Grimsley, Kevin Ketchum, Paul Lennon, Robert Ritchart, Beth White, Robert Wilson, Kevin Wombles, and Robert Wood.
Mayor Hayden presided.
Alderman Ketchum moved to approve the minutes of the April 06, 2021 Council meeting. Alderman Grimsley seconded the motion.

Alderman Ketchum moved to approve March 2021 Treasurer’s Report.
Alderman Ketchum seconded the motion.

Jon Borrowman with the Heartland Pullers addressed the council and requested approval to use the Pittsfield Lake for Lawn Tractor Pulls. Charlie Gates attended the meeting as well on behalf of several Antique Tractor groups which would like to host events in conjunction with the Lawn Tractor Pulls.
Alderman Ritchart moved to approve usage of the former Model Airplane Airstrip at Lake Pittsfield by Heartland Pullers for Lawn Tractor Pulls along with an Antique Tractor event on dates to be determined. Alderman Lennon seconded the motion.

Residents of Quail Ridge Subdivision, Ralph Kindle and Larry Collard asked that the excess gravel be swept in the Quail Ridge Subdivision. It was decided that the Street and Alley Committee would meet at the location to determine the best course of action.
Alderman Wood moved to accept the Finance Committees recommendation to accept United Health Care as Health Insurance for the City of Pittsfield.
Alderman White seconded the motion.

MECO Agreement – Tabled
Alderman Wombles moved to approve payment request #3 from Petty Construction for the Serenity Day Spa Foundation Wall Project in the amount of $1,977.77.

Mayor Hayden stated that the City Cleanup is ongoing and has been very busy and been going well.
Mayor Hayden has been informed by Park Ranger, Bob Looper that several campers have been camping at the Pittsfield Lake and everything was going well.
Mayor Hayden would like to notify the council that the street sweeper is not working properly. Street and Alley Foreman stated that it has not been working properly for quite some time.
Alderman Ritchart stated that the mats that were donated for the swings at Lowry Park have been delivered and are waiting to be installed.
All Alderman expressed gratitude to Mayor Hayden and Alderman Robert Wood for their work over the years.
Alderwoman White stated that the drive thru Health Fair that was hosted by Illini Community Hospital, Pike County Chamber of Commerce and Picture Pittsfield was very successful.
Alderman Wood shared that he would miss being on the council and thanked everyone that works with and has worked with over the years.
Alderman Wilson asked Max Middendorf if he had results from the test well. Mr. Middendorf stated that he is waiting for lab analytics from PDC Laboratories.
Economic Development Director Ed Knight stated he has plans on the Industrial Park Expansion available for all Alderman to review. Mr. Knight also thanked Mayor Hayden and Alderman Wood.
Attorney Hollahan thanked Alderman Wood for his service and thanked Mayor Hayden for his as well. He additionally thanked Mayor Hayden for allowing him the opportunity to work with the City for the last 16 years.
City Clerk Ann Moffit shared that there will be a celebration coffee on April 29, 2021 at 9 am for Mayor Hayden and Alderman Wood.
Mayor Hayden thanked everyone. He told Mayor elect Gary Mendenhall that he will be surrounded by great people. He has enjoyed all of his years with the City.
Chief Starman and the entire Police Department were present to present Mayor Hayden with a plaque.
Alderman Wood moved to adjourn this meeting at 6:48 p.m.
