City of Barry City Council Met May 3.

Here is the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. The meeting was held at the Virginia Redman Community Center. All elected officials were present except Bob Dieker.

Bruce & Jean Kendall brought the flag that had been draped over the casket of his father and led the Council in the Pledge of Allegiance.

Steve Schultz made a motion to approve the minutes from the April meeting and Bridget Cramsey seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. 

Steve Schultz made a motion to approve payment of the bills and Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. 

Mayor Rennecker thanked Bruce Kendall for his eight years serving as an Alderman in Ward B with a plaque. Bruce Kendall cited health issues for leaving the Council and said he was proud of his eight years on the Council and thanked everyone and gave credit to Steve Schultz and Bob Dieker for helping him adjust to serving on the Council after a career as a truck driver. Bruce stated a lot of things still need to change and said he hopes everyone’s families are happy and safe, “Happiness is one of the things that’s real hard to buy”.

Jeff Hogge was called upon to swear in the following elected officials: City Clerk – Sandra Brown, Treasurer – Debbie Dell, Mayor – Shawn Rennecker, Ward Aldermen – Scott Harris, Marynel Corton and Justin Puterbaugh. Re-appointed City Officers: Interim Mayor – Steve Schultz, City Administrator – Jeff Hogge, Public Works Director – Robert Snyder, Collector – Sandra Brown and Attorney – Dan Beard. Marynel Corton made motion to approve and Bridget Cramsey seconded the motion.

Mayor Rennecker said the treasurer’s report is looking good.

Officer Ryan Rouse from the Pike County Sheriff’s Department gave the police report. He said there was 1 verbal warning, 5 written warnings and 3 citations for speeding. And they have stepped up patrol on Chauncey & Tremont Streets and Rodgers Street. Jeff Hogge gave the Code Enforcement report. The main things have been grass that hasn’t been mowed and unlicensed vehicles.

Robert Snyder gave the Public Works Director report. He said 7 dumpsters were filled during the spring clean-up and they were closed down the first Sunday because Area Disposal was short of drivers. Have been doing a lot of mowing and had some water leaks. Crew has been getting the pool ready – power washed and cleaning. Picked up the new 4 wheeler and going to start flushing hydrants.

Jeff Hogge gave the City Administrator’s report. He stated he has submitted several reports including CCR report to State and water report to EPA and working on food truck rules. For Spring Pickens if anyone with food wants to set up in the park they need to contact Jeff and have proof of insurance and food license. June 5 The Barry Fire Department is sponsoring a golf tournament and asked permission to support them. Steve Schultz made a motion to support the fire department and Bridget Cramsey seconded the motion.

Mayor Rennecker discussed zoning ordinance on setbacks. One book had 30 ft in front from right of way and one had 15 ft in front from right of way. Max Middendorf said new development on a newly platted subdivision should be 30 ft from edge of right of way and 15 ft on existing. This tabled until next month.

Discussion was discussed on extension of Commerce Drive agreement. Construction has not been met so would like to have extended couple of years or take out all together. Steve Schultz said we won’t be out anything if we wait a year. Steve Schultz said we need to plant something on the dirt and Max Middendorf said to plant wheat. Robert Snyder said they still need to go South with the road. Bainters need to visit with CIETEN to see if it can be extended and then we can discuss.

Mayor Rennecker said that the Library Board would like to appoint Mark Welch to the board. Steve Schultz made a motion to appoint Mark Welch to library board and Scott Harris seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Mayor Rennecker asked Councils approve for 2021/2022 budget. Steve Schultz made motion to approve the budget and Scott Harris seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

We have 9 that have applied for lifeguard positions and Bridget Cramsey said that Laura West would like to be assistant manager.

Mayor Rennecker said he has applied for grant for backhoe.

The newest weed-eater we have is 10 years old and need 4 new ones. Steve Schultz made motion to purchase 4 weed eaters and Justin Puterbaugh seconded the motion. Justin Puterbaugh made motion to adjourn and Bridget Cramsey seconded the motion. Meeting adjourned at 8:08 p.m.
