City of Dallas City Council Met May 12.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Sheryl Clark, Andy Dennis, Matt Miller, Ryan Thompson, Doug Erickson, and Gary Smith.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the April 28, 2021, meeting. McDowell, Newberry, and Olson AYE. Northup ABSTAIN.

Andy Dennis discussed the property lines between his property and the city's property. He would like to know when he is going to find out what the city's survey shows. The city attorney will be contacted to see when the survey results will be available. Mr. Dennis also discussed the pile of old asphalt by the recycling bin. He informed the council that if the city has no use for it, he may know someone that might be interested in it.
Matt Miller asked the council if they would consider making the city's vacant lots on Oak Street a parking lot. He discussed the parking situation on Oak Street. He also asked if the city has any issues with the old high school buildings.
Doug Erickson reported that the Facility Plan has been completed and is being sent to the EPA and IEPA. He discussed the next sewer project and which set of plans have been determined to be the city's best option with the sewer lift stations. Mayor Six signed the authorization form that gives Mr. Erickson authorization to submit the necessary paperwork for the next sewer project. A time was set for next week for Mayor Six and a representative from Benton & Associates to drive the city streets to determine which ones need to be oil and chipped this summer.
Commissioner Northup asked Mr. Erickson if he had heard anything regarding possible funding being available to make the necessary repairs to the boat docks. Mr. Erickson reported that the Illinois Department of Natural Resources has not released their funding figures this year.
Police Chief Gary Smith gave his report for the month of April 2021. Former Officer Hannah Brown has paid the city for the remaining portion of her work agreement, as well as a badge and set of collar brass that she could not locate. Chief Smith informed the council of the change in work shifts he and Officer Foster have made until a new part-time officer is hired. The NIBRS (National Incident Based Reporting System) is now active on the department's reporting system. Chief Smith has started to enter the NIBRS information on reports beginning from January 2021. He reported that these reports are very time consuming and that it is going to take him some time to get caught up.
Chief Smith and the city attorney recently drove around town and identified 39 properties for the council to review regarding possible action being taken in regards to city ordinance violations. These are buildings identified by either the condition of the structure or trash and/or debris on the property. Chief Smith is not going to be able to attend the next city council meeting, so he and the city attorney are planning on presenting these properties to the council at the June 9, 2021, council meeting.
Chief Smith reported that once the Fraternal Order of Police memberships have been processed and the Lodge confirmed and established, members will be able to pay for their Legal Defense coverage on line. A motion was made by Northup, and 2nd by Olson to pay the city's police officers Legal Defense coverage for $68 per officer, per year, and to allow Chief Smith to use the city's credit card to pay for this. Ryan Thompson discussed poor water flow in the west end of town. This will be discussed more with the city engineer. He asked about the status of the old Legion Hall. Mayor Six informed him that the owner is currently in contempt of court and that the city attorney is working on it.
Commissioner Northup discussed the properties that are being reviewed for possible action due to city ordinance violations. Discussed what needs to be acted on and what does not need to be acted on. Anne Thompson also addressed this issue.
Discussed if the Dallas City Township or one of the local churches might be interested in the table that is being replaced at city hall. They will be contacted and if none of them are interested in it, an ad will be run in the paper for bids.
It was reported that the blue street department truck needs a new motor.
Discussed a resident that is interested in purchasing a portion of vacant ground that the city owns west of the recycling bin. This will be discussed more at the next meeting.
Discussed the installation of an electric pole by the garage at city hall. Mayor Six will contact Ameren Illinois again regarding this.
Discussed getting quotes from the city's current garbage collectors for the pick-up of garbage at all of the properties in town and then billing the property owners for this service on their water bill.
Mayor Six reported that the new desk for city hall should be ready for the next council meeting. He also reported that Mike Dill has informed him that it is going to cost $200 more than originally estimated. A motion was made by Olson, and 2nd by Northup to pay Mike Dill an additional $200 for the city hall desk. McDowell, Newberry, Northup, and Olson AYE.
