City of Dallas City Council met June 9.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Doris Harman, Beth Greenig, Laurey Wibbell, Charisse Purchatzke, John and Tiffany Wibbell, John Stimpson, Barry Lillard, Tom Schaefer, Doug Erickson, and Gary Smith.
A motion was made by Newberry, and 2nd by Olson to accept the minutes of the May 26, 2021, meeting. McDowell, Newberry, Northup, and Olson AYE.

Laurey Wibbell asked where things are standing in regards to the nuisance ordinance. Police Chief Smith reported that 39 possible nuisance ordiance violations have been identified.
John Stimpson also discussed the nuisance ordinance that the city attorney has been working on.
Discussed the proposals from Jackson Disposal in regards to waste collection and recycling pick up. Discussed the pros and cons of doing such an agreement. There were several questions asked, and the members of the council answered them the best that they could. This will be discussed more at the next meeting.
Charisse Purchatzke discussed two trees by her property that need to be addressed. Discussed some other trees that may need to be addressed also. These trees will be looked into.
Doug Erickson discussed the 2021 Motor Fuel Tax Resolution. A motion was made by Olson, and 2nd by McDowell to pass a motor fuel tax resolution for the maintenance of the city's streets in 2021 in the amount of $76,000. McDowell, Newberry, Northup, and Olson AYE.
Discussed the boat dock landing area and some damage that boats have sustained due to the drop off at the end of the landing area. It was decided to look into this and possibly marking the problem area. Commissioner Northup feels that the boat dock that needs to be repaired can be fixed without a problem.
Police Chief Gary Smith gave his report for the month of May 2021. He and Officer Foster will be conducting weapon's training June 17 at Carthage. He informed the council that he has been notified by the Illinois Law Enforcement and Training Board that we were selected to receive an In-Car Camera Grant of $9,990 for the purchase of two in-car units. Both units have been ordered and the city will have to pay for the installation of the units. The city will receive the grant money once the units have been purchased and installed. All requirements must be completed by July 31, 2021. Due to the short time frame to meet the requirements, the council gave the city clerk authority to pay the related invoices when he receives them.
Commissioner Newberry informed the council that the National Turkey Federation is planning a side by-side event on September 18, 2021, and they plan on going thru Dallas City. It was decided to forgo the city's Non-Highway Vehicle Permit for those that are participating in this event, but that proof of insurance will still be required.
Discussed the building on the southwest corner of Oak Street and Third Street. The council will have the city attorney contact the current owner regarding this building.
Discussed city property west of the old recycling bin that a resident is interested in. The council decided to inform him that they do not have a problem with him cleaning up the property, but they are not interested in selling it.
Discussed the city attorney and her missing so many meetings in the recent past.
Discussed the $50 reconnect fee for non-payment of water bills. This $50 fee has not been charged since April 2020 due to the Coronavirus epidemic. With the State of Illinois entering Phase 5 of the Restore Illinois plan and fully reopening on June 11, 2021, it was decided to begin charging the $50 reconnect fee on July 1, 2021, when water service is shut off for non-payment of the bill.
Mayor Six reported that he recently met with an Ameren Illinois representative regarding the utility pole at city hall. The Ameren Illinois representative recommended a couple of other options. Mayor Six is planning on attending the Celebration Committee's next meeting to see if they feel they are in need of additional electrical outlets at city hall.
Commissioner Northup reported that the John Shoemate Memorial Fishing Tournament is going to held in Dallas City on June 19, 2021. He asked for the city to sponsor this so that the city's liability insurance would cover them. The council agreed to do this.
Discussed having the city's streets employee use the backhoe and tear out the weeds around the flag pole outside of city hall so that this area can be cleaned up.
With the Fourth of July coming up, it was decided to put out some flyers, for informational purposes, regarding the city's new fireworks ordinance.
