City of Macomb City Council met June 21.

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE 

Mayor Inman called the meeting to order and led the Pledge of Allegiance.

ROLL CALL 

City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards (Via Zoom) and  Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of  business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Lisa Scalf and City  Administrator Scott Coker were present. Also, in attendance was Public Works Director Alice Ohrtmann, Police Chief Jerel Jones and Fire Chief Rick Driskell. City Treasurer Ronald Ward was absent. 

Items on the Consent Agenda: 

1. Minutes of the Macomb City Council meeting held on Monday, June 7, 2021 and Committee of the Whole meeting held on Monday, June 14, 2021. 

2. Claims and Accounts 

3. Consideration to solicit bids for loan financing for Waste Water Equipment purchases. 

4. Consideration to solicit bids for a CCTV Inspection System and Replacement equipment for the   Waste Water Treatment Plant.  

5. Consideration to solicit bids for replacement mowers for Oakwood Cemetery.  

6. Consideration to solicit Statements of Qualifications for the engineering contract for the new Water Treatment Plant design.  

CONSENT AGENDA ADOPTED

Alderman Moon moved, seconded by Alderman Wynn to adopt the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

PUBLIC COMMENT

None.

QUARTERLY REPORTS

Quarterly reports were presented before the Council from City Attorney Lisa Scalf, Fire Chief Rick Driskell, Police Chief Jerel Jones and Public Works Director Alice Ohrtmann.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO CREATE A CLASS P PLUS SS LIQUOR LICENSE FOR MACOMB MARKET, LLC D/B/A JACKSON STREET MARKET

APPROVE ORDINANCE NO. 21-09

Alderman Vigezzi moved, seconded by Alderman Koch to approve the ordinance creating a Class P plus SS liquor license for Macomb Market, LLC d/b/a/ Jackson Street Market, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all

Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 21-09.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO AMEND CHAPTER 4 AND CHAPTER 14 OF THE MUNICIPAL CODE OF THE CITY OF MACOMB PERTAINING TO THE OUTDOOR CAFÉ LIQUOR LICENSE AND OUTDOOR CAFÉ PERMIT

APPROVE ORDINANCE NO. 21-10

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the ordinance amending Chapter 4 and Chapter 14 of the Municipal Code of the City of Macomb pertaining to the Outdoor Café Liquor License and Outdoor Café Permit, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 21-10.

ACCEPT PRICING PROPOSAL DURHAM SCHOOL SERVICES

Alderman Moon moved, seconded by Alderman Wynn to accept the Durham School Services pricing proposal for GoWest and Demand Response Transportation Services, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi, and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AMEND AGREEMENT DURHAM SCHOO SERVICES 90-DAY EXTENSION GO WEST

Alderman Moon moved, seconded by Alderman Koch to amend the City of Macomb Transportation L agreement with Durham School Services for a 90-day extension to provide for GoWest services, on question being put, Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AMEND AGREEMENT DURHAM SCHOOL SERVICES 90-DAY EXTENSION DEMAND RESPONSE

Alderman Wynn moved, seconded by Alderman Moon to amend the McDonough County (City of Macomb) and Hancock County Transportation agreements with Durham School Services, for a 90-day extension to provide Demand Response Services in McDonough and Hancock Counties, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AMEND INTERAGENCY AGREEMENT PUBLIC TRANSPORTATION

Alderman Koch moved, Seconded by Alderman Moon to amend the Interagency Agreement between the City of Macomb for the McDonough County Public Transportation Program and Hancock County for the Hancock County Public Transportation Program, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE MAYOR EXECUTE SIDE LETTER FOP #189 RESIDENCY REQUIREMENTS

Alderman Vigezzi moved, seconded by Alderman Katz to authorize the Mayor to execute a side letter agreement between the City of Macomb and Illinois Fraternal Order of Police Labor Council Lodge #189 to extend the residency requirements for the Macomb Police Department to include McDonough, Henderson, Warren, Knox, Fulton, Hancock and Schuyler counties, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, and Moon all voting “Aye” on roll call and Alderman Brown-Edwards voting “Abstain”, Mayor Inman declared the motion carried.

APPROVE NEGOTIATIONS TRIAL PERIOD 1 YR 12 HOUR SHIFTS POLICE DEPT

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the negotiations for a trial period of one year for having 12 hour shifts in the Macomb Police Department, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE MUMMERT POCKET PARK TRACTOR PLACEMENT AGREEMENT

Alderman Koch moved, seconded by Alderman Moon to approve the Mummert Pocket Park Tractor Placement, Management and Maintenance Agreement between Kelley Quinn and the City of Macomb, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE RENEWAL THIRD PARTY LOCAL AGEND DANSIG

Alderman Moon moved, seconded by Alderman Wynn to authorize the renewal of the Third Party Local Agent Agreement for the City employees health benefits with Dansig effective July 1, 2021, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi, and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZ SALARY INCREASE SHERRY HOLMES GRADE 14, STEP 6 $45,867.47

Alderman Vigezzi moved, seconded by Alderman Katz to authorize an increase in the salary grade for Sherry Holmes, Records Clerk/Secretary in the Macomb Police Department, from Grade 13, Step 6 ($43,319.27) to Grade 14 Step 6 with a salary of $45,867.47, on question being put, Aldermen Katz, Brown-Edwards, Wayland, Vigezzi, Wynn and Koch voting “Aye” on roll call and Alderman Moon voting “Pass”, Mayor Inman declared the motion carried.

AUTHORIZE SOLICITING BIDS DEMOLITION 19 PROPERTIES

Alderman Moon moved, seconded by Alderman Koch to authorize soliciting bids for demolition of 19 blighted properties in the City of Macomb, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch and Katz voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE SOLICITING BIDS 2 BOILERS & AC CITY HALL

Alderman Vigezzi moved, seconded by Alderman Wynn to authorize soliciting bids for replacing two boilers and A/C condenser in City Hall building, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE HIRING PROCESS CEMETERY SEXTON

Alderman Moon moved, seconded by Alderman Koch to authorize starting the hiring process for a Cemetery Sexton immediately for Oakwood Cemetery due to the pending retirement of Sexton Gary Rhoads, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE HIRING PROCESS MAINTENANCE WATER TREATMENT PLANT

Alderman Moon moved, seconded by Alderman Koch to authorize starting the hiring process for a maintenance position in the Water Treatment Plant, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE EMERGENCY PURCHASE 4 EYE WASH STATIONS

Alderman Koch moved, seconded by Alderman Katz to authorize the emergency purchase of four emergency eye wash stations and waive the formal bid process, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE CHANGE ORDER DOWNTOWN REVITALIZATION ELECTRICAL UPGRADES

Alderman Moon moved, seconded by Alderman Wynn to approve the change order for upgrades to the downtown square lighting system (install new conduit, wire and light pole foundations)- $156,690.00 and to refurbish 40 light poles/replace 52 luminaires- $18,135.00 for the Downtown Revitalization project, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

COUNCIL ADJOURNMENT

There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Koch to adjourn the meeting, on question being put, Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 6:40 p.m.
