Village of Franklin Board of Trustees Met June 1.

Here is the minutes provided by the board:

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:01 pm in the town hall. Trustees present in Village Hall were Abby Flynn, Wyatt Smith, Lauren Anders, Nicole Fromme, and Amanda Ahlers.

Guest, Tami Thompson spoke on behalf of the Lions Club. The Lions Club and The Green Wall are interested in hosting a Queen of Hearts event at The Green Wall. The earnings would benefit the Lions Den. The Village would need to pass an ordinance. The Lions Club would have to apply for a permit through the Village of Franklin and state of Illinois. Tami asked the Board if they would be in support of and willing to get the ordinance. All agreed it was a good idea.

Treasurer Susan Smith presented the Treasurer's Report for May. Wyatt Smith made a motion to accept the Treasurers Report for May. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried. Amanda Ahlers made a motion to accept the Bills Paid and to be Paid for May. Abby Flynn seconded the motion. The voting was as follows: Wyatt Smith-yes, Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn yes. The motion was carried.

Clerk Ashley Turpin presented the trustees with minutes from May. Wyatt Smith made a motion to approve the minutes from May. Abby Flynn seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, and Lauren Anders-yes. The motion was carried.

Andy Fairless presented his utility supervisor report. He recently met with Apex and White Construction regarding the concrete trucks taking non-truck routes. The Village will receive $16,680 for the non-truck routes and $10,692 for the truck route, bringing the total to $27,372. If it continues they will pay the same rate of $4 per linear foot on non-truck routes and $3.26 per linear foot on truck routes. They are also writing a contract that if anyone takes a non truck route it will be an automatic $1,000 fine each time. In addition, Andy reported a water main break that happened on Saturday due to the negligence on the valve. Apex and White Construction also agreed to pay $1357.00 for parts and labor. The water loss charges will be billed to them also. Next Andy said the County Highway Department came in to do some work. They were estimating $10,000 and our bill came in around $5,000. Andy read a list of the streets that were fixed. Mayor Turpin said the Village has received some calls complimenting the streets. They are still coming back to seal coat them. The Village installed a new water service for the high school. The bill was $4292.00 which the school will pay. They are putting in new drainage and our gas main was in the way. USDI is now coming to put a new main in for the Village since there was already a small leak, it was metal rather than plastic and it needed replaced. The estimated cost is $6,000 and the school is splitting the cost with the Village. It will no longer be in the road, but in the grass. Heavy trash pick-up needs moved since the Village employees are going to be working with USDI on the main the week of June 14th through the 18th. It will be pushed back to June 21st through the 24th. Andy received a bid from Jess Electric for the park. It will be $2300 to replace the 40-45 GFI's. However to replace all of them it is $2900. There were more bad GFI's than good. The other bid is for the big lights over the playground and basketball court. To replace them it is $9213.66 but the project incentive amount is $7863.66. The Village would then only owe $1350.00. Andy gave Mayor Turpin the bid for Slabjackers. Andy spoke with Ameren about the cameras in the park. The Village is not on a timeline to get them removed and replaced. Also Ameren is going to give the Village poles for them. They'll deliver them for free also. Jess Electric is just waiting on the poles to be delivered before starting. Lastly, Andy brought his concern regarding Springfield Clinic and Blue Cross Blue Shield separating. Mayor Turpin talked Chip from the insurance agency and they feel strongly an agreement will be made.

Buildings, Roads, and Drainage - The bill for the road work by Morgan County was just over $5,000.00, well below the bid of $6,800.00. They used almost two tanks of oil.

Finance/Payroll - Mayor Turpin read the resolution to refinance the USDA-RD water loan. Abby Flynn made a motion to accept the Resolution for Water Revenue Bonds. Amanda Ahlers seconded the motion. The voting was as follows: Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.

Insurance - The Board decided not to get a quote from RMA Insurance unless they can provide gas coverage.

Personnel - There is nothing new to report from this committee.

Utility Reconnect - There is nothing new to report from this committee.

Utilities - Mayor Turpin and Andy Fairless met with Liberty Gas. They went over the gas map and system, drove around town to look at the regulator station, elevator and more. Liberty will get back with the Village when they are ready to give a bid and the Village Board will hold a special executive meeting to discuss the proposal. The Village signed a non-disclosure agreement that they would not discuss their business information. The board also discussed the possibility of selling to Ameren. They are concerned that would increase gas rates again due to the rates from February. Andy Fairless asked if the Village would still be able to afford three employees if the gas business was sold. Wyatt Smith explained that was one of his biggest concerns because he believes all three positions are essential. He explained to Andy, that the board exploring these avenues and asking questions is only to get a better understanding and make an informed decision. The Village board is not jumping into anything without weighing the pros and cons. The board also discussed the USDRA loans and the changes that will occur when it is switched to CSB.

The property legal action is on hold. There is a resident interested in purchasing the property on Prairie.

The Village received a bill for the Panhandle Municipal Defense case. It was three months of work for nearly $500.00.

There are no quotes for the maintenance building at this time.

Heavy trash pick-up will be June 21st through the 24th.

Mayor Turpin will ask the attorney if we can pay Wesley Koehler to help him host our webpage. He'll continue working on it over the next couple of months.

Abby Flynn made a motion to purchase credits for the Text-em-All mass communication service for the Village. Amanda Ahlers seconded the motion. The voting was as follows: Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, and Nicole Fromm-yes. The motion was carried.

Nicole Fromme made a motion to accept the Slabjackers bid for 18 sidewalks at $1995.00. Amanda Ahlers seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

The plans for moving and installing cameras is on hold until Ameren delivers the poles.

The total value for the 2021 General Maintenance Program is $83,306 which breaks down to the following: $66,705 for oil, $5,085 for 25 tons of seal coat and aggregate 16, $2,900 for ready mix concrete, $500 for the culvert, $3950 for deicing salt, and $4,166 for the engineer. Abby Flynn made a motion to accept the MFT General Maintenance Program for $83,306. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith-yes, Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.

Abby Flynn presented a list of abandoned vehicles compiled by her and Andy in mid-May. Wyatt Smith disagrees with some of the ordinance such as no valid registration sticker and also expressed some vehicles are operable but more so for a hobby or for pleasure. Nicole Fromme made a motion to have the lawyer draw up letters to send out to this list of abandoned vehicles. Amanda Ahlers seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-no, and Lauren Anders-yes. The motion was carried.

Abby Flynn made a motion to purchase the park benches from OCC for $1243.76 if they can arrive by June 30th, 2021. Amanda Ahlers seconded the motion. The voting was as follows: Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, and Nicole Fromme-yes. The motion was carried.

Wyatt Smith made a motion to accept the park electric bids from Jess Electric. Amanda Ahlers seconded the motion. The voting was as follows: Nicole Fromme-yes, Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, and Nicole Fromme-yes. The motion was carried.

Amanda Ahlers made a motion to accept Sarah Carter as a new trustee. Wyatt Smith seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smtih-yes, Lauren Anders-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

Andy Fairless found a grant available for utility trucks through USDRA. It runs between $60,000 to $65,000. It would save 20% on a new truck. The current truck has 190,000 and is constantly having issues. Wyatt Smith asked for Andy to get bids on new trucks. Lauren Anders said the board should be mindful with the increase in vehicle prices right now. Wyatt Smith made a motion to apply for the grant for a new service truck. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith yes, Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.

Abby Flynn made a motion to close the usual roads for the 4th of July celebration. Lauren Anders seconded the motion. The voting was as follows: Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.

Wyatt Smith made a motion to suspend Ordinance 2005-2 prohibiting alcohol in the Village park between Friday, July 2nd, beginning at 6 pm through Saturday, July 3rd at 6 am. Amanda Ahlers seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn yes, Wyatt Smith-yes, and Lauren Anders-yes. The motion was carried.

Amanda Ahlers made a motion to close Wyatt Street in front of The Green Wall for family putt putt on Saturday, June 12th. Nicole Fromme seconded the motion. The voting was as follows; Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, and Nicole Fromme-yes. The motion was carried.

Nicole Fromme made a motion to suspend Ordinance 2005-2 Prohibiting Alcohol in the Village Park beginning at 2 pm on June 12th to 2 am on June 13th. Wyatt Smith seconded the motion. The voting was as follows: Abby Flynn-yes, Wyatt Smith-yes, Lauren Anders-yes, Nicole Fromme-yes, and Amanda Ahlers-yes. The motion was carried.

Wyatt Smith made a motion to donate $500 to the Lions Club for the fireworks for the 4th of July celebration. Amanda Ahlers seconded the motion. The voting was as follows: Wyatt Smtih-yes, Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, and Abby Flynn-yes. The motion was carried.

Mayor Paul Turpin read the fireworks document aloud. Abby Flynn made a motion to accept the agreement and sign the paperwork for fireworks. Nicole Fromme seconded the motion. The voting was as follows: Lauren Anders-yes, Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, and Wyatt Smith-yes. The motion was carried.

Wyatt Smith made a motion to adjourn. Amanda Ahlers seconded the motion. The voting was as follows: Nicole Fromme-yes, Amanda Ahlers-yes, Abby Flynn-yes, Wyatt Smith yes, and Lauren Anders-yes. The meeting adjourned at 9:17 pm.
