City of Macomb City Council met Sept. 7.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE 

Mayor Pro Tem Moon called the meeting to order and led the Pledge of Allegiance.

ROLL CALL

City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Ashley Katz, Tammie Leigh Brown-Edwards and Dennis Moon. Six Aldermen being present, Mayor Pro Tem Moon declared a quorum for transaction of business. In addition to the Mayor Pro Tem, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Alderman Tom Koch and City Treasurer Ronald Ward were absent.

1. Minutes of the Macomb City Council meeting held on Monday, August 16, 2021 and the Committee of the Whole meeting held on Monday, August 23, 2021.

CONSENT AGENDA ADOPTED

Alderman Vigezzi moved, seconded by Alderman Katz to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried.

PUBLIC COMMENT None.

QUARTERLY REPORT 

Police Chief Jerel Jones presented a quarterly report from May to July 2021. There have been new assignments in the Patrol Division due to switching to 12-hour shifts, Acting Sg. Nick Goc and Acting Sgt. Troy Shoudel, are supervisors of the two night platoons. New hire Cody Parker has completed his training at the police institute in Champaigne-Urbana. Training highlights were Procedural Justice, K-9 training, Mental Health & CIT, HB – Police Reform, Use of Force-Taser Training, Officer Stress

Management, Police/Citizens Relations, Harassment in the Workplace. Staffing Level – Deputy Chief position has been eliminated and the Lieutenants have been broken out in Investigation and Patrol and 1 resignation. Activity Reports, Chief Jones did a comparison to the 2019 1st quarter numbers due citizens being quarantined for COVID requirements in 2020. Calls for Services increased 17%, Arrests increased by 13%. Notable Cases – Burglary involving Firearms, Aggravated Arson, Aggravated Discharge of Firearm, Adult Sex Offender Arrest. Special Events included Flags of Love, Torch Run for Special Olympics, McDonough County Health & Resources Fair with K-9 demos, Rev. Dr. C.T. Vivian’s Birthday Celebration, Gwendolyn Brooks’ Park Dedication and Juneteenth Celebration.

City Attorney Lisa Scalf presented the following ordinance for second reading:

An Ordinance Pertaining to the Coronavirus Local Fiscal Recovery Fund for the City of Macomb, Illinois

ORDINANCEAPPROVED NO. 21-16 

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the ordinance pertaining to the Coronavirus Local Fiscal Recovery Fund for the City of Macomb, Illinois, on question being put, Aldermen Vigezzi, Wynn, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried and the ordinance was approved and became Ordinance No. 21-16.

City Attorney Lisa Scalf presented the following ordinance for second reading:

An Ordinance to Amend Section 24-6 of the Municipal Code of the City of Macomb

ORDINANCE APPROVED NO. 21-17

Alderman Wynn moved, seconded by Alderman Vigezzi to approve the ordinance to amend Section 24-6 of the Municipal Code of the City of Macomb, on question being put, Aldermen Wynn, Katz, Brown Edwards, Moon, Wayland, Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried and the ordinance was approved and became Ordinance 21-17.

AWARD DESIGN CONTRACT FOR WATER TREATMENT FACILITY MAURER-STUTZ/IMEG 

Alderman Vigezzi moved, seconded by Alderman Katz to award the engineering design contract for the new Water Treatment Facility to Maurer Stutz/IMEG team, on question being put, Aldermen Katz, Moon, Wayland, Vigezzi, Wynn being all Aldermen voting “Aye” on roll call, no “Nay” votes and Alderman Brown-Edwards being all Aldermen “Abstaining” on roll call, Mayor Pro Tem Moon declared the motion  carried.

AWARD BID DUDLEY STREET WATER MAIN VANCE EXCAVATION

Alderman Vigezzi moved, seconded by Alderman Moon to award the bid for the South Dudley Street water main replacement to Vance Excavation in the amount of $296,491.00, on question being put, Alderman Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried.

ACCEPT BID FIRST BANKERS TRUST 1.98% WASTE WATER FINANCING

Alderman Vigezzi moved, seconded by Alderman Katz to accept the bid from First Bankers Trust Company for the Waste Water Treatment Plant Capital Equipment Financing at 1.98%, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried. 

APPROVE EMPLOYMENT CONTRACT DANNIEL MEYER FIRE CHIEF

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the employment agreement Danniel Meyer as Fire Chief, on question being put, Aldermen Wayland, Vigezzi, Wynn, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon  declared the motion carried.

RECLASSIFICATION GROUNDSKEEPER OAKWOOD CEM GRADE 21

Alderman Moon moved, seconded by Alderman Vigezzi to authorize the reclassification of the Grounds Maintenance Supervisor position at Oakwood Cemetery at a Grade 21, on question being put, Aldermen Vigezzi, Wynn, Katz, Brown-Edwards, Moon, Wayland being all Aldermen voting “Aye” on roll  call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried.

APPROVE MOU FOP #189 UNIFORM/EQUIPMENT SUPPLY

Alderman Katz moved, seconded by Alderman Vigezzi to approve the Memorandum of Understanding between the City of Macomb and the Illinois Fraternal Order of Police Labor Council #189 to amend the Uniform/Equipment Inventory Supply, on question being put, Aldermen Wynn, Katz, Brown-Edwards, Moon, Wayland, Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried.

APPROVE RISE APPLICATION M. PARKER 515 - 521 NORTH ALBERT $15,000.00

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the Residential Initiative & Stabilization Effort (RISE) application from Michael S. Parker for 515 and 521 North Albert Street in the amount of $15,000.00 for demolition and construction of a 6-plex plus an attic apartment, on question being put, Aldermen Katz, Moon, Wayland, Vigezzi, Wynn being all Aldermen voting “Aye” on roll call, no “Nay” votes and Alderman Brown-Edwards being all Aldermen “Abstaining” on roll call, Mayor Pro Tem Moon declared the motion carried.

REAPPOINT LIN. STULTS MARSHALL ERVIN STEVE HORRELL

Alderman Vigezzi moved, seconded by Alderman Katz to concur with the re-appointments of Lin Stults to the Macomb Historic Preservation Commission and Marshall Ervin and Steve Horrell to the Macomb Liquor Advisory Commission, all Aldermen voted “Aye” by voice vote and Mayor Pro Tem Moon declared the motion carried.

EXECUTIVE SESSION

Alderman Vigezzi moved, seconded by Alderman Katz to adjourn into executive session for a)Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2(c)(1) of the Open Meetings Act, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro Tem Moon declared the motion carried and they adjourned into executive session at 5:59 p.m.

OPEN SESSION

Alderman Vigezzi moved, seconded by Alderman Wayland to adjourn back into open session, all Aldermen voted “Aye” by voice vote and Mayor Pro Tem Moon declared the motion carried and they adjourned back into open session at 6:14 p.m.

COUNCIL ADJOURNMENT

There being no further business to come before the Council, Alderman Wayland moved, seconded by Alderman Wynn to adjourn the meeting, all Aldermen voting “Aye” by voice vote, Mayor Pro Tem Moon declared the motion carried and they adjourned the meeting at 6:14 p.m.
