McDonough County Board Law & Legal Committee met Sept. 13

Here are the minutes provided by the committee:

The Law & Legal Committee held its monthly meeting at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Law Library. Committee Members present included Committee Chair Joe Erlandson, Vice Chair Ken Durkin, Eric Chapman, Travis Hiel, Michael Kirby, Terra Litchfield, and Julie Melvin. Member absent was Lee Calvert. Other persons in attendance were County Chair Scott Schwerer, County Clerk DeJaynes, Patrick Stout, Ric Smart, Sheriff Nicholas Petitgout, Dave Schaab and Chris Adams.

Chair Erlandson called the meeting to order at 7:00 p.m.

Review & Approve August 2, 2021 Minutes

Member Chapman moved with a second by Vice Chair Durkin to approve the minutes as submitted. Motion carried on a voice vote.

Discuss the Home Kitchen Operation Law- Cupcake Bill

Chris Adams was in attendance to discuss new Legislation that will take effect January 1, 2022 making changes in the Cottage Foods Act. Adams believes the law will go into effect and no ordinance will be needed.

Waste Management Update

Dave Schaab gave the report. Schaab gave an overview of the formula that the host fee and tipping fee is based on.

Tri-County Recycling

Tim Lobdell was not in attendance.

Veteran’s Assistance and Van Report

Ric Smart had to leave before the Report. Four Veterans were given assistance in August. Total assistance amounted to $976.15.

Sheriff’s Report

Sheriff Petitgout went over the report. Sheriff Petitgout informed the Committee that the average Jail population is 26 inmates.

Assessor’s Office Update

Chair Schwerer informed the Committee that interviews for the Assessor’s position will be tomorrow.

Approval of the Fraternal Order of Police Labor Contract

Member Hiel moved with a second by Member Chapman to send the Fraternal Order of Police Labor Contract to full Board.

McDonough County Impound Contract

Sheriff Petitgout gave an overview of the proposed Towing Ordinance. Vice Chair Durkin moved with a second by Member Hiel to send the McDonough County Impound Contract to full Board with corrections.

911 Premium Pay

Sheriff Petitgout discussed the Premium Pay to all 911 employees. The Sheriff will discuss if Schuyler County and the City of Macomb will help pay. This will go to the Finance Committee in October 2021.

Claims Review and Approval

Member Litchfield moved with a second by Member Chapman to approve the claims as submitted. Motion carried on a voice vote.

Adjourn

Member Melvin moved with a second by Vice Chair Durkin to adjourn the meeting at 8:10 p.m. Motion carried on a voice vote.
