CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held Monday, October 4, 2021.

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration to approve reclassifying three (3) permanent part-time positions (GIS Tech, Wastewater Maintenance and Cemetery Maintenance) in the Public Works Department to a Grade 12 from a Grade 10.

This was a recommendation from the Personnel Committee and a memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

2. Consideration to waive the City of Macomb’s bidding requirement and enter into a contract, not to exceed $45,600.00, with Boehm’s Garden Center for the Downtown Revitalization Landscaping project.

This was a recommendation from the Public Works Committee and a memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

NEW BUSINESS

1. Consideration of an ordinance to create a special event liquor license for the McDonough District Hospital Foundation’s annual Jingle ‘N Mingle event.

This ordinance will be presented for first reading and since this is an established annual event, staff is asking for second reading to be waived. A copy is attached for your review.

2. Consideration to authorize soliciting bids for the South Johnson Water Main project. A memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

3. Consideration to approve a music license agreement with ASCAP at $367.00 per year for all City sponsored events.

4. Consideration to authorize the purchase of Chamber of Commerce gift certificates for city employees for Christmas in the amount of $30.00 each.

5. Consideration of a resolution authorizing execution and amendment of Downstate Operating Assistance Agreement with the State of Illinois.

A memo from Transit Director Lambert is attached along with a copy of the resolution for your review. Final adoption will be in order.

6. Consideration to enter into an Intergovernmental Grant Agreement between the State of Illinois, Illinois Department of Transportation and the City of Macomb.

A memo from Transit Director Lambert is attached for your review. The agreement is 103 pages and can be reviewed in the Clerk’s office. Final action will be in order.

7. Consideration of an ordinance authorizing the sale of certain personal property (equipment and vehicles) owned by the City of Macomb.

This ordinance will be presented for first reading. A copy is attached for your review.
