Barry City Council met Nov. 1.
Here are the minutes provided by the council:
Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.
Mayor Rennecker made a change to the agenda. He added a change order for the Ascend water main construction project.
Steve Schultz made a motion to approve the minutes from the October meeting and Bridget Cramsey seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Steve Schultz made a motion to approve payment of the bills and Justin Puterbaugh seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Mayor Rennecker stated that the finance report looks good.
Jeff Hogge gave the Code Enforcement report. Everything has been taken care of. Robert Snyder gave the Public Works Director report. He said they have gotten all of the Apple Festival stuff put up until next year; they serviced trucks and washed two of them. The pool has been winterized and the bathrooms at the parks have been winterized. They poured concrete around the new light poles and someone put their initials in concrete around a couple of them. Yoder Tree Service is coming to cut down some trees and we had a leak between wells and well house. Ascend water main is in and the crew has been working on ditches.
Jeff Hogge gave the City Administrator report. He attended a webinar on abandoned properties and started working on the TIF report and scheduled a TIF review board meeting for November 17th. We got the chatterbox back for Lafayette water tower and tried to reinstall it. It will call the 4th number in line and will not call Robert, Kristy or Jeremy. Jeff ordered 59 new street signs to replace ones that are not in good shape. Nick Doellman from Arnold, Behrens, Nesbit & Gray accounting gave the Audit report. Nick said everything looks good and everyone was happy with the report. The 2022 Barry City Council Meeting Dates are as follows; Meetings are at 7 P.M.

Mayor Rennecker said every year we offer the employees to vacation/comp buyback if they wish too. Bob Dieker made a motion to approve two week vacation/comp time buy back and Steve Schultz seconded the motion. Roll call taken:

Mayor Rennecker discussed the change order for Ascend water main construction project, because of reducing the amount of pipe used resulted in a credit of $7648 and pay request #3 for Ascend water main construction in the amount of $209,563.25. It will substantially complete pay request, all but 5% which we will hold until next year when they come back and clean up trenching. Bob Dieker made a motion to approve change order and pay request # 3 and Steve Schultz seconded the motion. Roll Call taken:

Council discussed the Chauncey Street sewer. There is someone interested in building a new home and would like to have Front Street extended and sewer run to the property. There is part of a garage built on Front Street plus trees and fences that would have to be cleared out. Mayor Rennecker said that Meco Engineering worked up some estimates for this project:
Front Street road extension: $28,900 (does not include trees and fences) (city) Sewer costs: $183,500 (city)
Service connection to Lift station: $20,200 (Private)
Service connection to Grinder pump: $16,300 (Private)
Steve Schultz stated if we help with this we will be going against policy, not in favor of road going to one house. He would be in favor of adding gravel to drive that they are using now. Bob Dieker said we have never done it before and Justin Puterbaugh is not in favor of road for one house. Steve Schultz said if we do sewer we will have to go back and address all of the other people. Council agreed it would be too costly for one home. Mayor Rennecker said we received the results of the Census and population of Barry is 1303.
Christmas in Barry will be December 11th with events downtown and Christmas light parade.
Steve Schultz made a motion to go into executive session and Bob Dieker seconded the motion. Council went into executive session at 8:11 p.m.
Council returned from executive at 8:45 p.m. No action was taken: Council adjourned at 8:46 p.m.
