1. Minutes of the Macomb City Council meeting held Monday, December 6, 2021 and Committee of the Whole meeting held on Monday, December 13, 2021.

2. Claims and Accounts

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration to renew the City of Macomb’s group health plan with a 0% increase effective February 1, 2022.

Final action will be in order.

2. Consideration to renew with our current re-insurance company, Tokio Marine HCC, for City of Macomb group health plan effective February 1, 2022.

This was discussed at committee last week and final action will be in order.

3. Consideration to adopt Hines Utilization Case Management as PPO/UR/Pre-certification for the City of Macomb’s group health plan effective February 1, 2022.

This was discussed at committee last week and final action will be in order.

4. Consideration to amend the City of Macomb’s group health plan to add Preventive Care Benefits covered by the Affordable Care Act effective February 1, 2022.

This was discussed at committee last week and final action will be in order.

5. Consideration to add voluntary vision and dental plans for City of Macomb employees effective February 1, 2022.

This was discussed at committee last week and final action will be in order.

6. Consideration to authorize the acceptance and dedication of land from Tom and Gayle Carper for a pocket park on West Piper Street.

Final action will be in order.

7. Consideration to award the bid for the South Johnson Street water main replacement to Laverdiere Construction in the amount of $377,878.00, contingent upon IDOT approval.

A memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

8. Consideration to contract with AEP Energy for 12 months of electrical supply for the Waste Water Treatment Plant and let the remaining city accounts revert to the Ameren default rate for 12 months.

This was discussed at committee last week. A memo from CA Coker is attached and final action will be in order.

9. Consideration of an ordinance to provide for the levy and collection of taxes for the year 2021, payable in 2022 for the City of Macomb, McDonough County, Illinois.

This ordinance will be presented for second reading and final approval.

10. Consideration of an ordinance to abate the direct annual tax Levied for 2021 to pay the annual debt service on $2,275,000 in General Obligation Refunding Bonds (Waterworks Alternate Revenue Source) Series 2016 and $4,010,000 in General Obligation Refunding Bonds, (Infrastructure Projects alternate Revenue Source) Series 2020.

This ordinance will be presented for second reading and final approval.

11. Consideration of an ordinance to amend portions of Chapter 17 and add Article IX to Chapter 17 of the Municipal Code of Macomb, Illinois.

This ordinance will be presented for second reading and final approval.

12. Consideration of an ordinance to amend Chapter 16, Section 54, Chapter 15, Section 407 and Chapter 24, Section 10 of the Municipal Code of Macomb, Illinois pertaining to cannabis.

This ordinance will be presented for second reading and final approval.

13. Consideration of an ordinance approving and adopting the completion of the Macomb Downtown TIF District Redevelopment Project Area, Plan, Projects and Obligations.

This ordinance will be presented for second reading and final approval.

14. Other unfinished business.

NEW BUSINESS

1. Consideration of an ordinance to authorize the rezoning of 1300 Maple Avenue in the City of Macomb, McDonough County, from R-1 One-Family Residential to O/I Office/Institutional.

This ordinance will be presented for first reading. A copy is attached for your review.

EXECUTIVE SESSION
