City of Dallas City Council met Dec. 8.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr, and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, and Gary Smith.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the November 24, 2021, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Newberry, and 2nd by McDowell to pay bills. McDowell, Newberry, Northup, Olson, and Six AYE.

Police Chief Gary Smith gave his report for the month of November. He has ordered 2022 NHVU permit stickers. He has interviewed two possible candidates that are interested in being a part-time police officer for the city. They are not trained, but there is going to be a training course for part-time officers in April 2022.

It was reported that the old recycling bin has been moved to the old ready-mix property and is now being used for storage.

Discussed the trash pick-up service. The city attorney has advised the mayor that she has been working on the contract with Jackson Disposal. She would like for the council to hold a special meeting next week to discuss it. It was decided to have a special meeting on December 14, 2021, at 5 p.m.

Mayor Six read a “Thank You” from the local Food Pantry for the recent donation the city gave them.

Bids were scheduled to be opened for the labor to replace the roof on the building at the sewer lagoon. However, no bids were received. It was decided to wait until next spring and advertise for bids again.

The city clerk reported that a representative from IEMA has contacted him regarding the possible buy out of properties in the flood plain. IEMA requested some additional information. The city clerk has sent him the requested information.

The city has received a Final Loan Closing Amendment from the IEPA regarding the city's loan for the sewer project that is financed. Since all conditions relative to the project work have been satisfied and the final cost of the project was $92,535.02 less than the original estimate, the IEPA is reducing the loan amount by $92,535.02.

Chad Passley, C.P.A., has finished the 2020-2021 fiscal year audit. A motion was made by Northup, and 2nd by Olson to hire Chad Passley, C.P.A., to do the 2021-2022 fiscal year audit for $3,100. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed giving a Christmas bonus to the city's employees. A motion was made by Northup, and 2nd by Olson to give a $150 bonus to full-time employees and a $100 bonus to part-time employees, and to pay the employee's share of IMRF, social security, and medicare withholding. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Newberry, and 2nd by Olson to enter executive session to discuss personnel issues. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting entered executive session at 5:33 p.m.

The meeting re-entered regular session at 6:18 p.m.

The city has received a request for a donation for the Dallas City Coats for Kids coat drive. A motion was made by McDowell, and 2nd by Olson to donate $400 to the Dallas City Coats for Kids for their coat drive. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by Olson to hire Magaliy Espinoza and Colton Hardy as part time police officers and to send them both to the part-time police academy for training, with the stipulation that they sign an agreement that requires them to pay the city back for the cost of their training if they do not work for the city for a minimum of two years. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by Newberry to give Gary Smith and Kenneth Foster a 9% pay raise, effective January 1, 2022. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by McDowell, and 2nd by Northup to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:25 p.m.
