City of Barry City Council met Dec. 6.

Here are the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.

Bridget Cramsey made a motion to approve the minutes from the November meeting and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Bob Dieker made motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Mayor Rennecker reported the finances are still in good shape.

Officer Ryan Crowder from Pike County Sheriff’s Department gave the police report. There was 1 misdemeanor arrest and the vehicle that was stolen in Barry was recovered in Quincy, IL.

Jeff Hogge gave the City Administrators report. He attended a Code Court informational meeting and the court cases are going to be increased from $25 to $40 each. He met with Tile Pro representative about the bubbling on the floor at the YMCA. It’s not in the same place as before so not sure what caused it. Submitted the TIF report and renewed our SAM certification and attended several meetings.

Jeff Hogge gave the Code enforcement report. He stated that most got cleared up and Jennifer Reed asked to be extended but vehicle is still there.

Robert Snyder gave the Public Works Director report. He said the Christmas lights have been put up and had trouble with the lift station again. A pesky squirrel chewed a wire into and had to have Ameren come repair it. The Post Office asked for some gravel by a tube that goes out to the street so they cleaned it out and added gravel. Three trees were removed and cleaned up and changed two water meters, one was at the hog confinement. It needs to be changed about every two years.

Mayor Rennecker discussed paying off the USDA Water Tower Bond. We are now in a position to pay this off and need to take formal action at this meeting. If paid by December 20, 2021 the pay off is $659,950.73. Bob Dieker made a motion to approve paying off the USDA Water Tower Bond and Steve Schultz seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to pay off the USDA Water Tower Bond in the amount of $659,950.73 on December 20, 2021.

Mayor Rennecker discussed the 2022 MFT Resolutions prepared by MECO Engineers. The operation maintenance cost estimate $85,625.00 and contract maintenance $4362.50 for a total estimate of $89,627.50. Scott Harris made a motion to accept the estimate of maintenance costs and Bridget Cramsey seconded the motion. Roll call taken:

Motion approved by 6 ayes, 0 nays and 0 absent to approve the 2022 MFT estimate of maintenance costs.

Jeff Hogge discussed the insurance renewal for the City. Last year the cost was $36,095 and the new price is $38,632. Workman’s comp $11,646 each quarter. This is the third year with this company so going to check on new bids. Marynel Corton made a motion to approve the insurance quote and Bridget Cramsey seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve the insurance quote. Mayor Rennecker said he was approached by Carl Hoos who would like to donate the Selby Implement Property he has recently purchased to the City of Barry for a tax write off. Carl would like to get this transaction done by the end of the year. Mayor Rennecker stated if we wish to accept this donation we need to approve a Resolution to accept donation of property from Carl Hoos. Bob Dieker made a motion to approve the donation of property from Carl Hoos to the City of Barry and Justin Puterbaugh seconded the motion. Roll call taken:

Scott Harris – yes

Steve Schultz – yes

Motion carried with 6 ayes, 0 nays and 0 absent to accept the property from Carl Hoos as a donation to the City of Barry.

Steve Schultz made a motion to go into executive session at 7:38 p.m. to discuss personnel and Marynel Corton seconded the motion.

Council returned from executive session and approved giving all employees a wage adjustment starting January 1, 2022.

Meeting adjourned at 8:32 p.m.
