McDonough County Board Finance Committee met Feb. 9.

Here are the minutes provided by the committee:

The monthly Finance Committee meeting was held at 6:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee members present were Chair Travis Hiel, Vice Chair Larry Aurelio, Letha Clark, Mike Cox, Joe Erlandson, and Dave Nissen. Member Dave Cortelyou was absent. Others in attendance included Kathy Weiman, Bill Horrell, Staci Danner, Sheriff Petitgout, Patrick Stout, State’s Attorney Matt Kwacala, County Chair Scott Schwerer, and Committee Secretary Stacey Alexander.

Chair Hiel called the meeting to order at 6:00 p.m.

Executive Session

Member Erlandson moved with a second by Member Clark to enter Executive Session at 6:02 p.m. to discuss litigation under Subsection C11 of the Illinois Open Meetings Act.

Member Clark moved with a second by Member Erlandson to exit Executive Session at 6:25 p.m.. No action was taken.

Review and Approve Minutes from January 12, 2022

Member Erlandson moved with a second by Member Clark to approve the minutes as submitted. Motion carried on a voice vote.

MCPT Report Review & Approval

The monthly request for January 2022 was reviewed. Member Erlandson moved with a second by Member Clark to approve the MCPT Report in the amount of $988.50 for January, 2022. Motion carried on a voice vote.

Bushnell Senior Meals Report Review & Approval

The monthly report for January, 2022 from the YMCA for transportation of senior meals was reviewed. Member Clark moved with a second by Member Erlandson to approve the January 2022 YMCA report in the amount of $281.09. Motion carried on a voice vote.

Coroner Report

The monthly Coroner Report was received and filed.

Monthly Financial Reports

The monthly Financial Reports were received and filed.

Transfer of Funds

There was a transfer to Mutual Medical.

Warrants Issued in Vacation

Member Nissen moved with a second by Member Erlandson to approve the Warrants Issued in Vacation. Motion carried on a voice vote.

Insurance Update

None.

Resource Development Alternative Bill Horrell

Kathy Weiman addressed the Committee regarding alternatives for the elderly. McDonough County went to 177% in 2021. They are looking to adding additional staff for McDonough County and are requesting to receive some of the ARPA funding to help cover some of the cost.

Village of Industry ARPA Request

Staci Danner with the Village of Industry informed the Committee that they have been working on their water system. The cost for new water meters, for the new system is $59, 426.00. They would like to know if they can receive the funding for this from the ARPA funds that the County received.

Discuss ARPA Funds Action

Chair Hiel asked the Committee how they should go forward on these requests for ARPA funding. Member Erlandson suggested a motion at full Board to send the matter to the Building and Grounds Committee would be a start. County Vice Chair Cox suggested a study be done on the Courthouse to see what the longevity of the building might be. He thinks each department should be talked to, to see what their needs are. Chair Hiel will make calls to see about finding out the longevity of the Courthouse.

Sheriff’s Salary

Chair Hiel stated that in the past, offices have always been given a 3% increase each year, for four years. Hiel suggested that the Committee think of another way to handle increases. County Vice Chair Cox would like to get salaries for other Counties. The salaries will need to be set in May of 2022 for the County Clerk, County Treasurer, and Sheriff. Member Nissen feels that the Sheriff’s salary needs increased.

Approval of Claims

Member Nissen moved with a second by Member Erlandson to approve the Claims as submitted. Motion carried on a voice vote.

Public Comment

Sheriff Petitgout thanked the Committee for discussing salary.

County Board Chair Comments

County Chair Schwerer informed the Committee that the County Engineer position will be advertised again. Salaries are going to be set for elected officials for the office, not for the individual person.

Adjourn

Member Erlandson moved with a second by Member Nissen to adjourn the meeting at 7:15 p.m. Motion carried on a voice vote.
