City of Barry City Council met March 7.

Here are the minutes provided by the council:

Mayor Rennecker called the meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present except Bob Dieker. Boy Scout Troop 15 attended the meeting.

Bridget Cramsey made a motion to approve the minutes from the February meeting and Justin Puterbaugh seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Steve Schultz made a motion to approve payment of the bills and Scott Harris seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Officer Rouse from the Pike County Sheriffs office gave the police report. He gave the December and January report. There were 10 felony arrests – meth related and couple is getting turned over to States Attorney – domestic and disorderly.

Robert Snyder gave the Public Works Director report. Stated we had another snow and started putting up new street signs. We did some patching, tapped sewer main and started putting gravel in some alleys. He attended meeting with Pike County Water. Jeff Hogge gave the City Administrator report. He had an interview with WGEM about the money the City is receiving and met with HVAC company rep to see what they thought would be needed to heat and air condition the Museum. Bids were received from Peter’s Heating and Air Conditioning: The first bid was for 140,000 BTU unit at a cost of $14,476 and the second bid was for 100,000 BTU units at cost of $17,760. Both bids include installation and duct work. No decision was made at this time. Jeff also met with Pike County Water Board about possible emergency hook up between them and Barry water systems. Spring clean up will be April 23rd to May 1st.

Jeff Hogge gave the code enforcement report. We are having a problem with camper on Main Street. They paid one fine but still haven’t moved it and they have been sent another fine.

Mayor Rennecker said we have a donation request from New Philadelphia and been $500. Steve Schultz said we should up the donation a little to $750 or more. Marynel Corton thought $750 would be a nice amount. Steve Schultz made a motion to give $750 to New Philadelphia and Bridget Cramsey seconded the motion. Motion carried with 4 ayes, 0 nays, 1 absent and 1 abstain.

Mayor Rennecker stated a decision has been made to replace the sewer jetter. We had had it for 20 years. We have had two bids: one is a hot jetter which reduces grease from American Pride – Knoxville, TN for a 600 gal tank at a cost of $42,935.00 and the other bid is one like we have now and is a 700 gal tank with 600 ft hose at a cost of $76,002. Steve Schultz wants to see if saws come with both of these sewer jetters. This has been tabled for more information.

Mayor Rennecker stated that Laura West said she would come back as manager of the pool this year. We can start getting lifeguards lined up.

Jeff Hogge discussed bids for uniforms. Bids come in from Aramark and Cintas. Aramark has been providing uniforms at a cost of $39.12 per week per person and new quote per person is $8.42, Cintas has a government contract – lock down for $.0 85 per person per week plus $0.04 insurance for total quote for uniforms is $22.02 per person per week. This is tabled to next meeting to get more information.

Mayor Rennecker discussed mowing bids for the coming year. Justin Puterbaugh said the bids will be higher because of gas prices and Steve Schultz said we should allow Wally Garner and Gary Robbins to mow until next month – April 15, have bids by April meeting. Steve Schultz stated we have always had bids in by March. Mayor Rennecker and Council discussed field turf project for Western School ballpark. John Skirvin has learned of an opportunity to improve the drainage and get synthetic for the Barry school ball field. He got a quote for $60000 to complete the work. Mayor Rennecker said they are trying to get donations for the project. Mayor Rennecker said it would be good to make a pledge so they know that we would give to this project. Mayor Rennecker discussed putting up a temporary fence at the ball field by the YMCA. He stated a fence would give the kids a place to warm up and a place for people to sit. The cost for the fence would be $896.41 and the ground sockets would cost $215.00 and he could provide an endowment fund grant of $420 toward the project. Steve Schultz asked if the price includes shipping. Mayor Rennecker said no. Steve Schultz made a motion to purchase the fence and ground sockets. Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Mayor Rennecker discussed ARPA standard allowance resolution & administration. Next August we will receive our 2nd and final tranche payment for our ARPA funds. He has been talking to Bruce DeLashmit with Bellwether LLC. Bruce has a consulting firm that is assisting communities and counties with ARPA administration so we don’t spend the funds incorrectly. He suggested we consider taking the Standard Allowance. The rules allow communities that received less than $10 million to take the standard allowance. Mayor Rennecker said he would like Council to approve $1500 to Bellwether, LLC to have them on a retainer to help us answer any question we may have on the rules and approve the ordinance for ARPA- Lost Revenue Standard Allowance. The ARPA standard allowance is $169,697.54. Steve Schultz made a motion that we approve the ordinance for standard allowance and retainer fee. Bridget Cramsey seconded the motion. Roll call taken:
