City of Dallas City City Council met Jan. 12.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Michelle Gold, Tami Kaminski, J.D. Melton, John Stimpson, and Gary Smith.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the December 22, 2021, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Michelle Gold and Tami Kaminski appeared on behalf of the Dallas City Celebration Committee. The 2022 celebration is going to be held July 29-31. They asked for the city to apply for a Special Event liquor license with the State of Illinois for the celebration. They also reported that the celebration committee is holding a spaghetti dinner this Friday as a fundraiser to raise money for the celebration's fireworks.

A motion was made by Northup, and 2nd by McDowell to apply for a Special Event liquor license for the Dallas City Celebration Committee from July 28 to August 1, 2022. McDowell, Newberry, Northup, Olson, and Six AYE.

J.D. Melton discussed the new trash ordinance. He does not feel that an owner of a vacant property should have to pay for trash service, even if the water service to the property is on. The council will consider making a change to the current ordinance regarding this type of situation.

Discussed trash that was not picked up at some properties around town the past two weeks.

Tami Kaminski asked if the city is going to provide garbage totes for the parks. The council informed her that they do plan on providing garbage totes at the parks.

Discussed property owners that previously had Waste Management pick up their trash. Jackson Disposal, the current provider of trash service in Dallas City, will not pick up trash that is placed in a Waste Management tote.

Police Chief Gary Smith gave his report for the month of December 2021. The 2020 Explorer was recently damaged during a high speed pursuit of a traffic violator. The estimate to repair the vehicle, including new vehicle graphics, is $2,657.76. It now appears that the at-vault driver of the other vehicle does not have insurance. Therefore, this claim has been turned in to the city's insurance company. The city has received a check for $2,157.76, which is the amount of the estimate less the city's $500 deductible. The application packets for the new part-time officers have been sent in, and handgun ammunition has been ordered for their mandatory firearms training.

Discussed the two new part-time police officers and rumors that have gotten back to the mayor concerning one of them. Chief Smith informed the council that until each of the new officers have completed all of their training, neither will be working without being supervised by one of the two current full-time police officers.

Discussed the penalty rate on water bills. The city clerk has contacted the software company that the city uses for the water billing and has been told that it is not possible to use multiple penalty rates with their software.

Discussed parking on Oak Street. Discussed making a snow route on Oak Street from Third Street to the railroad crossing. Also, discussed making it no parking on the east side of this portion of Oak Street. Discussed not allowing semi truck traffic on Oak Street north of Third Street.

A motion was made by Olson, and 2nd by McDowell to have the city attorney draw up a Snow Emergency Route ordinance that would make it “NO PARKING” on Oak Street between Third Street and the railroad crossing from 8 p.m. to 8 a.m. whenever a snow emergency is declared as the result of 2 inches, or more, of snowfall. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed purchasing a gift certificate for Gary Smith and Tracey Markey since they are not going to be able to attend the city's Christmas party. A motion was made by Northup, and 2nd by Olson to purchase $60 gift certificates from Riverview Bar & Grill for Gary Smith and Tracey Markey. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:43 p.m.
